Building bonuses: 219 billion in credits reached, over 160 billion for the superbonus

On the same day as Minister Giorgetti presented the economic framework included in the DEF, the economic and finance document which was approved yesterday in the Council of Ministers on 9 April, Undersecretary Freni presented the photograph updated to April 4th.

Tax credits relating to construction bonuses have reached 219 billion eurosdivided as follows:

  • 160.3 billion of euros relating to superbonus;
  • 58.7 billion euros relating to the others building concessions.

Extremely high numbers if we consider, for example, that thelast maneuver has allocated resources for 28 billion euros.

An order of magnitude, therefore, approximately nine times higher than the figures of the 2024 Budget Law, despite the clarification of the Undersecretary Freni on the fact that:

“the data contained in the Revenue Agency platform are not purified of cancellations resulting from seizures, errors and duplications.”

During the question for immediate response, the undersecretary also announced that the amounts offset via the F24 form have reached 41.8 billion euros and, of these, 20.8 billion euros were compensated in 2023.

However, the number of the so-called was not provided “problem loans”amounts “blocked” in the tax coffers of taxpayers and businesses which, not finding an outlet, will be lost, to the benefit of the state coffers.

Superbonus: is a new intervention coming?

This was underlined by the Minister of Economy himself, Giancarlo Giorgetti, during the press conference at the end of the Yesterday’s Council of Ministersin which the DEF was approved.

Forecasts for economic growth were seen lower than the NADEF, moving to one GDP growth 1 percent in 2024, 1.2 percent in 2025 and 1.1 percent in 2026.

The minister presented the trend picture affected by the“devastating impact” of the superbonus and similar.

About the public debtaccording to estimates, will rise from 137.3 percent in 2023:

  • to 137.8 in 2024;
  • to 138.9 in 2025;
  • to 139.8 in 2026.

Minister Giorgetti clarified that:

“The debt trend is heavily influenced by cash reflections of the payment of tax credits of the superbonus in the coming years.”

Giorgetti, however, underlined that there are commitments that the government intends to maintain in relation to the decontribution measures.

In compliance with forecasts expected for 2025 and 2026Minister Giorgetti explained the following:

“The hopefully definitive definition of the bill to be paid regarding the superbonus will allow us to possibly define further changes on this instrument, with regards to the cash dynamics, which can allow us to bring exactly 3.6 and 2, 9 percent targets for 2025 and 2026.”

After the intervention of the latest executive decree, number 39/2024, afurther tightening to keep public accounts under control.

A new intervention whose contours have not yet been defined, which could come with a new decree or even with changes to the text of the previous decree approved during the parliamentary process for approval of the conversion law.
