The decree which further modifies the rules for accessing the Superbonus for building renovations is causing a wave of protests. The new decree modifies that of last February, essentially canceling three of the exceptions that still allowed the transfer of credit: third sector bodies for facilities for the elderly and disabled, public housing, structures damaged by seismic events. Leading the protest are precisely the regions and the mayors of these areas, including those of the centre-right: from the Marche, to Umbria, to Lazio, but also the third sector forum has asked the government to think again. The government justified the intervention with the need to control public accounts in view of the presentation of the economic and financial document in April, but this still affects the weakest groups. Minister Giorgetti spoke of 40 billion extra deficits, but did not clarify how many of these are generated by the super bonus. And that’s the first question. The second is a rush by the government to lock down some measures such as the contribution cut, without which a large part of its electoral socio-economic bloc would be at stake. But to do so he chooses a flagship measure around the hated super bonus.
Let’s take a step back: the 110% superbonus has an original sin: it allowed the transfer of credit, with a discount on the invoice, to everyone, and not just to those who could not afford expensive work. And so owners of villas immediately took advantage of it, and later also many condominiums of high-income residents, or even second homes by the sea or in the mountains. This exception, contained in the decree of last February, has not been touched upon, and is the one that should worry Giorgetti the most also because the accounts on these structures are not yet clear. Instead, we choose to touch on public housing, which represents a minimal share of the building stock and involves less expensive work, non-profit facilities for the elderly and disabled, and earthquake victims. An apparently illogical choice on the accounting front, if not, in fact, to preserve one’s electoral references. Hence the protests of mayors and bodies, who in fact would be completely unable to carry out the work. It is clear that this is a political choice, which in any case is causing discussion even among the majority itself. Giorgetti took his time to give the definitive numbers, the March data is expected. Then he will have to reveal the cards in the first economic planning document, which arrives two months after the elections, in a phase of growth that is still very shaky. It is to be believed that with the vote just around the corner between the governing parties, these will not be calm days.

The Lazio Regional Administrative Court blames Salvini for the strike on 15 December

The Lazio Regional Administrative Court ruled that Salvini was wrong and the base unions were right for the strike of 15 December. The minister with an order had reduced the national transport strike of the rank-and-file unions to 4 hours. The TAR accepted the unions’ appeals and annulled the ordinance for excessive power.

The distribution sector is on strike on March 30th

The unions in the distribution sector have proclaimed a day of strike for March 30, the eve of Easter, after the breakdown of negotiations with Federdistribuzione. Cgil Cisl and Uil have called an 8-hour strike throughout Italy in addition to the lack of availability to work for March 31st and April 1st, Easter and Easter Monday. There will be initiatives in different cities. The contract of workers in the sector has expired more than 4 years ago.
