During the meeting the operational functions that allow healthcare facilities to confirm or deny declarations on disadvantaged conditions and to proceed quickly with the validation of requests.
CATANIA – The checks on the disadvantaged conditions for the recognition of the Inclusion Allowance (ADI) were at the center of the operational meeting between the ASP of Catania and the INPS Provincial Directorate, which took place at the General Directorate of the Etna Health Authority.
The extraordinary commissioner of the ASP of Catania, Giuseppe, spoke Laganga I hearwith the health director, Antonio Rapisardaand the provincial director of INPS, Saverio Giunta, accompanied by the Operational Unit manager, Rosalia Calandrino.
The president of the Company Advisory Committee, Pieremilio, was present Vastwith the vice president, Vito Lytric; the directors of the Departments of Mental Health and Rehabilitation, and the directors of the Health Districts and the Operational Units responsible for verifying the disadvantaged conditions of grant applicants.
The Inclusion Allowance is a national measure to combat poverty, fragility and social exclusion of vulnerable groups through social inclusion paths, as well as training, work and active employment policies, established from 1 January 2024 from article 1 1 of the legislative decree of 4 May 2023, n. 48, converted with amendments by law 3 July 2023, n. 85.
The allowance is recognized to families that have at least one member in one of the following conditions:
- with disabilities (as defined for ISEE purposes);
- underage;
- at least 60 years of age;
- in a disadvantaged situation and included in the care and assistance program of the local social and health services certified by the health structures.
As regards this last aspect – the disadvantaged conditions – today’s meeting illustrated the operational functions that allow the competent health structures to confirm or not what was declared by the applicant in the application, and to proceed quickly with the validation of the requests.
It is necessary to underline that for the purposes of attributing the Inclusion Allowance, the disadvantaged condition that must be verified by the Catania ASP Services concerns the following categories indicated in the letters to, b, c, And of Ministerial Decree no. 154 of 13 December 2023:
| to. | people with mental disorders, in the care of social and health services pursuant to articles 26 and 33 of the Prime Ministerial Decree of 12 January 2017, including former patients of psychiatric hospitals; |
| b. | people in the care of socio-health or social services and people with certified physical, mental and sensorial disabilities, not less than 46 percent, who require integrated, semi-residential home care and assistance, family support, or included in integrated care programs pursuant to the articles 21 and 22 of the Prime Ministerial Decree of 12 January 2017; |
| c. | people with problems related to pathological addictions, including alcohol or gambling addiction, or with pathological substance abuse behaviors, included in non-residential rehabilitation and treatment programs at social and health services, pursuant to articles 28 and 35, paragraph 4 , of the Prime Ministerial Decree of 12 January 2017; |
| And. | people who are victims of gender violence in the care of social or socio-health services, pursuant to article 24, paragraph 1, letter r, of the decree of the President of the Council of Ministers of 12 January 2017, in the presence of a provision from the Judicial Authority or the inclusion in anti-violence centers or shelters. |
The task of the Catania ASP Services is to validate the applicant’s self-certification and to verify the presence of activated care and assistance pathways in place.
To this end and to guarantee the fairness, homogeneity and transparency of the checks, the Company Management has prepared a specific procedure.
