Trieste – Il Regional Council of Friuli Venezia Giulia approved on Tuesday 30 April the Bill 18 Omnibus at the end of a double day of work in the Chamber.
The opposition voted against due to doubts about a provision defined as a Pandora’s box which introduced rules that would have required further steps in the Commissions as they were not sufficiently clarified: doubts, in particular, on the parts concerning Fvg Plus, photovoltaic and asbestos.
The majority, regretting the opposition’s expression of opposition in the vote on the law, instead expressed strong satisfaction for a complete law that represents the needs of the region, in every area.
What’s new in the Omnibus bill
Here are the main innovations, sector by sector, introduced by Bill 18 Omnibus approved today by a majority of the Regional Council.
FVG PLUS. The company owned by the Region is given the possibility of establishing subsidiary companies, particularly in the acquisition of business branches.
PRODUCTIVE ACTIVITIES. The incentives for settlement are extended to the entire mountain area and no longer just to areas of economic disadvantage.
GO!2025. With an amendment by the Council, a loan of 2.5 million was introduced for the development and adaptation of Gorizia airport, in order to make it suitable for hosting large events. To broaden the accommodation offer, the Region will also be able to grant contributions to the owners of furnished housing units for tourist use in the municipalities of the Gorizia area.
TOURISM. Greater flexibility in terms of widespread hotels with respect to the restoration of the minimum number of beds: in the event of termination of the management company, the members will be able to move their real estate units into another widespread hotel within a radius of 30 kilometres. Furthermore, following the EU infringement procedure, the 2021 rule on artisanal ice cream was modified, which created a link between the quality of the product and the regional origin of the ingredients.
AGRICULTURE. The typology of interventions subject to incentives is broadened in relation to the positioning of agricultural photovoltaic systems and asbestos removal. The deadlines for submitting concession applications relating to contributions for agricultural and rural development have been reopened.
ENVIRONMENT. Still on the subject of asbestos, but in relation to private homes, the scope of expenses eligible for the contribution for the removal and disposal of asbestos from private buildings used for residential use is broadened. An amendment also provides for an annual commemoration in the council chamber on the occasion of the World Day of Victims of Work and Asbestos. Ausir, the Water Services Authority, is also entrusted with the possibility of intervening with its profits to support the extra costs caused by exceptional events, not only of an atmospheric nature.
CULTURE. The celebrations for the 70th anniversary of the return of Trieste to Italy will be able to benefit from two new contribution channels: 70 thousand euros to the Municipality of Trieste and 50 thousand destined for other public and private entities. Another 100 thousand euros are allocated to the Primis Plus project, which aims to enhance places of culture through the Friulian language. Measures in favor of the regional heritage included in the UNESCO list are simplified. Continuity will also be given to the Gorizia lace school foundation.
SPORT. A fund of 700 thousand euros is foreseen to support municipalities that own indoor sports facilities, with the exception of swimming facilities, in which championships of national or international importance are held. The Italian baseball and softball federation will be able to access a contribution in view of the organization of the 2024 World Cup.
WORK. Support for the expansion of the Urban Center of Trieste’s businesses, with a loan to the Julian Municipality of up to a maximum of 1 million and 250 thousand euros. Extraordinary contribution also to the temporary business association for the territorial projects of the Learning Action Plan.
FAMILY. Some specifications have been introduced in the legislation on the reduction of mortgages: the purchase of the first home must be made in the region and the obligation to maintain residence in Fvg for 5 years is the responsibility of the holder of the family card and not of the entire family unit .
RESEARCH. 200 thousand euros have been allocated to support the candidacy of the Ogs (National Institute of Oceanography and Experimental Geophysics) to host two international events.
HEALTH. The possibility of allocating resources up to a maximum of 6% of the current regional health fund for the purchase of services from accredited private entities is established. The transfer of 10.5 million has been established (3.5 for each year from 2024 to 2026) for the Fund for possible autonomy and long-term assistance.
PETS. More stringent rules for those who are unable to keep a pet with them and ask to transfer it to a facility: if this happens more than once every 2 years, the person in question will have the possibility of having pets suspended for 5 years company.
LOCAL SOCIETIES. The 500 thousand euros granted but not yet transferred by the State for the renovation works of the school complex have been advanced to the Municipality of Terzo d’Aquileia. However, the rule that would have allowed municipalities that were already provincial capitals with less than 100 thousand inhabitants (Udine, Gorizia and Pordenone) to be able to appoint a general director was removed.
EQUAL OPPORTUNITIES. All the amendments which provided for the revision of the rules on the composition and tasks of the Regional Commission for Equal Opportunities have been removed: this will be discussed again in the Fifth Commission.
ALPINE. 10 thousand euros have been allocated for the organization of the regional day of gratitude on 20 May.
STATE PROPERTY. Goods located in disadvantaged areas can be sold not at the market value but at the cadastral value, which is generally much lower. Municipalities are then also allowed to transfer a no longer used asset to the Region free of charge. The concession of public spaces for film crews has been simplified.
MARITIME CONCESSIONS. In the event of renewal of the maritime state property concessions, in some situations it will be possible to confiscate the works built by the concessionaire, where this is in the public interest: a commission will be responsible for establishing the cases in which it will not be necessary to restore the original state of the Well.
CIVIL PROTECTION. The role of the regional room at the Civil Protection for the defense of forests from fires is made operational.
STAFF. An amendment authorizes the Region to take on the burdens of the staff without prior legal protection if the criminal proceedings in question, concluded with a sentence of acquittal, refer to facts or acts committed in the fulfillment of a duty to which the employee could not shirk.
