No new employees in the permit scandal office: procedure deserted

The new municipal organic plan in Aversa is beginning to take shape as desired by the extraordinary commissioner Gerardina Basilicata, with the general secretary Giovanni Schiano di Colella Lavinia.

5 new employees will soon arrive in the Municipality as part of the mobility procedures. They are Virginia Sarno and Ilaria Rammairone, winners of the selection for the two positions of full-time administrative officer, and Vincenzo Marino, winner of the selection for a position of full-time administrative instructor. And again the winner of the selection for a full-time and permanent accounting officer position is Teresa Russo while the winner of the selection for a full-time and permanent accounting instructor position is Giuseppina Sacco.

No new reinforcements, however, will arrive at the Technical Office. When the commission to fill two full-time and permanent positions of “Technical Instructor”, former legal category C, met, it did not find any candidates who presented themselves to be examined. As also highlighted by the judiciary in the context of the investigation which led to the manager Raffaele Serpico and the (retired) surveyor Geppino Minale being placed under house arrest, “the technical office of the Municipality of Aversa is entangled in a patronage system”. From last week’s investigation it emerged that “We are in the presence, in other words, of a corrupt and dysfunctional environment, reduced to a minimum by management incompetence and the constant connivance of public officials with private individuals who, more than others, know how to elbow in the pile to achieve one’s goals.” And it’s no wonder why mobility candidates chose to give up.

Competitions for managers

The competition process also continues which will bring two new managers to the Municipality (one for the Technical Area and the other for the administrative one). The oral exams are scheduled for 6 and 8 May for the seven aspiring candidates to lead the Technical Area who have passed the written tests and for the 6 managerial candidates of the Administrative Area. Recruitment into service is also expected within 30 days of the end of the tests. The manager of the technical area will replace Raffaele Serpico currently under house arrest but in service with a fixed-term contract (art. 110 paragraph 1), who however has been a manager with fixed-term contracts for over a decade. Once the insolvency process has been concluded and the legal matters have been resolved, Serpico will return to his previous position in the Municipality as an officer of the Environment Area.

At the moment the General Secretary Schiano, the sub-commissioner Riccardelli and the extraordinary commissioner Gerardina Basilicata are apparently awaiting the outcome of the review to adopt the measures to suspend the manager from his job and above all to appoint an acting deputy pending the conclusion of the competition. And there are some rifts over the name of the manager to whom the interim will be entrusted. At the moment there are three managers serving in the Municipality, namely Gemma Accardo (Financial area and, ad interim, Heritage), Giovanni Gangi (Citizen Services and, ad interim, Personnel. Manager who, among other things, will have to face the trial in scope of the investigation into the ‘Smart Cards’) and Stefano Guarino (Supervision Area). The choice, therefore, could fall precisely on the latter.
