Putting fragilities back at the centre: a new model of Wal- fare management is urgently needed – “The Gulf just a click away

Once again, we find ourselves faced with a policy that seems to forget the least and the most vulnerable.

The delay in the disbursement of contributions intended for individuals with serious and very serious disabilities is only the latest example of an administrative action that often does not consider social policies as a priority. The LT-5 District, of which the Gaeta Administration is the leader, will pay the 2024 monthly allowances, which are essential for numerous families to assist family members with serious disabilities, with more than four months’ delay.

On this issue, Gaeta’s opposition councilors have just presented an urgent question to ask for explanations from the lead administration of the LT-5 District.

We also invite the Administration of Formia to pay attention to this problem; our Municipality should play a more incisive role in the activities of the socio-health district: we cannot continue to remain indifferent to the numerous shortcomings in the management of local social services. It is unacceptable that a District has difficulties even in guaranteeing the regularity of payments linked to regional funds which should simply be “passed on” to those entitled to it.

The management of social services at district level continues to show limitations and opacity. It is clear that this model is no longer able to efficiently respond to the needs of a territory in which social fragilities are becoming increasingly profound, complex and marginalizing.

A new Welfare management model is urgently needed: we can no longer waste time on the process for the transformation of the District into a Consortium. The consortium, with its autonomous structure, could represent, in fact, a certainly more modern and integrated tool for managing district social services.

Here too, however, there are enormous delays: months ago the Conference of Mayors had approved the basic outline of the statute for the establishment of the Consortium, which would then have to pass for approval by the various Municipal Councils. To date everything is at a standstill, it is not known when this path will be resumed. Even the Mayor of Minturno Stefanelli complained in a harsh statement about the inaction of the Gulf Administrations on this issue.

What is the role of the Formia administration in all this? Is anyone bothering to follow these events politically?

But even more serious is the issue regarding municipal funding; here too there are serious delays not only in the disbursement of contributions, but more profoundly there is even a lack of clarity on the very amount of funding for 2024 for day centers that provide disability assistance. This uncertainty makes it impossible to plan the operators’ work.

Social policies and attention to the social fragilities of our territory deserve completely different attention and centrality. The duty of every single municipal administration would be to be close to the least fortunate, to prepare inclusive policies capable of making life easier for vulnerable people and their families; it seems that this duty has been forgotten and that we are concentrating on something else entirely! For the PD, fragility is at the center of administrative policies, even in territories where this is dealt with in the spare time of administration, such as in Formia!
