Schools open in summer – Summer Plan 2023/24 and 2024/25: note and ministerial decree issued

The Minister of Education and Merit, Giuseppe Valditara, signed the decree that allocates 400 million euros to finance inclusion, social and skill-building activities for the period of summer suspension of lessons.

With decree of the Minister of Education and Merit of 11 April 2024, prot. n. 72, in progress registration, the Plan for strengthening skills, inclusion and sociability was approved during the summer suspension of lessons, for the 2023/2024 and 2024/2025 school years (so-called “Plan Summer”).

The Plan is made up of various actions and financial resources: in particular, resources coming from PNRR and PON 2014-2020 a further, substantial allocation linked to the Program is added National “PN School and Skills 2021-2027”, creating a strong synergy between the PNRR funds and structural funds.

Below is a summary of the resources and interventions implemented by the Ministry which constitute the Estate Plan; every educational institution will be able to translate it into concrete projects, according to the needs and characteristics of its users.

1. Summer Plan – National Program “PN School and Skills 2021-2027”

A notice will be published, aimed at all state and non-private educational institutions commercial (pursuant to the decree of the Minister of Education 16 March 2020, n. 181, art. 5), primary and secondary schools of first and second degree, to make available the resources of the “Estate Plan”, which, within the National Program “PN School and Skills 2021-2027”, provides a important overall allocation of 400 million eurosaimed at promoting the strengthening and enhancing skills, including digital ones, as well as inclusion of students with fragility.

The resources that the schools will have available as part of the Summer Plan will allow to support projects that include educational, sporting, musical, theatrical, recreational and recreational activities, environmentally themed and, more generally, all those initiatives that promote relationality, aggregation, inclusion, sociability, hospitality and group life.

2. Actions linked to PNRR and PON 2014-2020
In addition to the resources relating to the National Program “PN School and Skills 2021-2027”, 1st and 2nd cycle educational institutions have the following resources available PNRR and PON, usable during the summer suspension of teaching activities:

  • M4C1 – Investment 1.4 “Extraordinary intervention aimed at reducing gaps territorial in the first and second cycle of secondary school and the fight against school dropout”. With MIM decree of 2 February 2024, n. 19 750 million euros were distributed among the schools, as well as 40 million euros for the provincial centers for adult education, in order to guarantee the reduction of territorial gaps in learning and the fight against school dropout, promoting tutoring interventions and training courses for students at risk of school dropouts and young people who have already dropped out of school;
  • M4C1 – Investment 3.1 “New skills and new languages”. With MIM decree of 12 April 2023, n. 65 600 million euros were distributed among the schools for the construction of educational, training and orientation paths for pupils and students aimed at promoting the integration, within the curricula of all school cycles, of activities, methodologies and content aimed at developing STEM, digital and innovation skills, as well as those linguistics, guaranteeing equal opportunities and gender equality in terms of approach methodological and STEM orientation activities, also on the basis of what is foreseen by the paragraphs 547-554 of law 29 December 2022, n. 197;
  • PON 2014-2020 – Paths for transversal skills and orientation (PCTO) abroad.
    With a public notice dated February 23, 2024, they were made available to technical institutes and professionals 140 million for training actions for transversal skills and for orientation through experiences abroad, to be carried out in the 2023-2024 school year, in the summer period and with the possibility of carrying out training courses in advance classroom linguistics.

Finally, it is believed that, within the organizational autonomy that the institutions have schools can further enrich the offer of the Summer Plan, individually or in a network with each other, thank you to alliances between the school and the territory, local authorities, local communities, universities, research centres, sports associations, voluntary and third sector organisations, as well as through the active involvement of families and their associations.

The projects are structured on the basis of agreements and conventions, respecting the skills of each individual actor, in particular with regard to the prerogatives of the local authorities that own the school buildings, they may provide for the schools themselves to manage the activities or for local authorities or other entities of the territory to organize and manage them within school buildings, also with a financial contribution of families.

It is essential that educational institutions have the resources and seize all opportunities to be able to remain open throughout the year, carrying out training and aggregation activities especially for children and young people who, in summer, lose that fundamental point of reference that it is school and cannot count on other experiences of personal enrichment and growth due to parents’ work needs or particular family situations.
