During an interview with IGN, Bioware confirmed that in Dragon Age: The Veilguard the decisions made in previous chapters of the series will have a certain weight and can be in some ways “imported” into the new game, albeit not directly.
As explained by game director Corinne Busche, in fact the possibility of import decisions pass is “fully integrated into character creation this time”. It will also be possible to define the appearance of the Inquisitor, the protagonist of Dragon Age: Inquisitor, again using the character creation editor.

It seems instead that you won’t be able to simply load your save files of Dragon Age 1, 2 and Inquisition nor will a system similar to that of the Dragon Age Keep portal be used. According to the game director’s words, the reason is that many players may not remember the choices made in games released 10 or more years ago and they also wanted to give those approaching the series for the first time the opportunity to still define the events of the games past. There are also technical reasons.
“It’s not lost on us that it’s been 10 years since existing players last played. They may not remember what they did in previous games,” explains Busche. “They might need a refresher, and we don’t want new players to feel like they’re missing out on those decisions. So in the character editor, I like to call it ‘the last time on Dragon Age,’ but you can go on your own adventures pass and this, actually through tarot cards, tells you what the context was and asks you what decision you want to make.”
