It is the proposal of a “Civic Pact” with the citizens, the choice of the municipal administration of Fiorenzuola to defuse, in the local context, the phenomenon of New Year’s Eve bangs and firecrackers. The mayor of the Valdardese city, Romeo Gandolfi, spoke on the topic and clarified that the Administration «has not issued and will not issue in the next few hours an ordinance prohibiting citizens in relation to New Year’s Eve “barrels”.
«We therefore propose a “Civic Pact” between citizens – the mayor explained -. We ask the Florentine community to demonstrate its maturity by avoiding clashes and thus safeguarding respect for fragile people, such as hospital patients and elderly guests of retirement homes, the protection of animals and safety for our citizens. As happened last year, on the occasion of New Year’s Eve we propose to our citizens to prefer the noise caused by a gesture of solidarity, and we therefore invite them to replace the purchase of pyrotechnic material with a gesture towards the voluntary associations of our territory. The reverberations of a good action last much longer than that of an explosion and builds a more united community.”
The union ban orders, according to the mayor of Gandolfi, are unfortunately to be considered “fragile” from a legal point of view. Numerous sentences have in fact established that a mayor cannot ban products legally on the market for events such as New Year’s Eve: a ban ordinance could therefore also be subject to cancellation. Without forgetting the difficulties that the police forces available in the area would encounter in having to monitor every street, square, garden, park, courtyard, balcony or private space to sanction the explosion of every single firecracker, in compliance with the provisions of a possible ordinance prohibiting the use of pyrotechnic material.
