The Settlement Contract Measure opens – Attraction of investments in Piedmont

The Piedmont Region has approved the Notice relating to the Measure “Settlement contract – Attraction of investments in Piedmont – Large companies”of LR 34/2004 – Intervention program for production activities 2022/2024 and ordered the opening of the branch starting from from 9.00 am on 24 May 2024.

The general objective of the Measure is encourage the landing and development of investments by large companiesthrough the creation of new settlements or the expansion of existing offices in Piedmontpertaining to production plants, research centers and service centerswhich they generate new occupation qualified, direct or indirect.

The beneficiaries of the Measure are the Large individual businesses – not grouped together – divided into the following categories:
• small mid-cap companies (“small midcap”);
• medium capitalization companies (“midcap”);
• large companies not falling into the previous categories (“large non-midcap companies”).
In the case of carrying out research and development projects, these projects can also be carried out in effective collaboration with
• Small and Medium Enterprises (“SMEs”) active for at least 1 year;
• Research organisations

In particular, the Measure supports, simultaneously or alternatively, the following types of intervention:
1) research and development projects preordained or resulting from the establishment or expansion of an operational headquarters in Piedmont;
2) tangible and intangible investments carried out in the areas included in the Regional Aid Charter (so-called areas 107.3.c), aimed at:
creation of a new factory and/or
diversification of an establishment’s activity, provided that the new activity is not the same or similar to that previously carried out in the same establishment).

For the large proposing company it is also the creation of an increase in employment is mandatory in Piedmont.

The interventions must have the following minimum thresholds in terms of the overall amount of eligible expenses:
– the research and development project must have a minimum amount of eligible expenses, including all partners, at least equal to 1,000,000 euros;
– the project in tangible and intangible investments carried out by the large proposing company must have a minimum amount of eligible expenses equal to 2,000,000 euros for small midcaps and 3,000,000 euros for midcaps and large non-midcap companies.

For all types of costs (research and development projects, tangible and intangible investments, employment) the relief is granted in the form of non-repayable contribution.

The relief relating to the large proposing company provides the following characteristics:
1) is subject to variation depending on the size of the company, with variable intensity and amount for the category of small midcaps and for the category of midcaps and large non-midcap companies;
2) is subject to an increase in the presence of:
– new settlement;
– effective collaboration with an SME or a research organisation.

For large companies proposing the maximum grant that can be granted, it is applicable only in the case of a minimum increase in employment equal to:
• 20 employees in the case of small midcaps, regardless of whether a new facility is built or not;
• 20 employees in the case of midcaps and large non-midcap companies that do not build a new location;
• 25 employees in case of midcaps and large non-midcap companies setting up a new establishment.

The Measure operates in one-stop mode and the evaluation of the project is carried out according to the chronological order of submission of the applications.
Finpiemonte is responsible for activating a first contact with large companies interested in the Measure, to preliminarily verify the potential of the project and the interest in the tool.

After carrying out preliminary preliminary checks and any preparatory activities by Finpiemonte, the company can submit an application for relief, from 9.00 am on 24 May 2024 by accessing the computerized procedure, completing the online form available at: https://servizi.regione.piemonte.it/catalogo/bandi-piemonte-finanziamenti-domande and attaching all the mandatory documents required by the announcement.

The office for submitting applications may be suspended or closed if the Call’s funding is exhausted/being exhausted.
