COSENZA – The Regional Prosecutor’s Office of the Court of Auditors at the Jurisdictional Section for Calabria has notified the summons to court for starting the accounting process towards two public managers and three professionalsheld responsible for a treasury damage estimated at approximately 1.5 million eurosas they were involved in various capacities (sole manager of the procedure, director of works or with other management duties) in the execution of the contract for the construction of solar thermal systems for the production of low temperature heat For the warm water healthcare at 24 hospital facilities included in the Provincial Health Authorities of Cosenza, Crotone and Vibo Valentia.
Plants built in 2012 and never entered into operation
The investigations made it possible to find out how the installations, built in 2012they are not never actually came into operation for the benefit of healthcare facilitiesso much to pay into the state of total abandonment and neglect, in the absence of the planned ordinary and extraordinary maintenance interventions. According to the complaint advanced, during the design phase there was a lack of correct sizing of the systems in relation to the needs of the structures involved in the interventions and a lack of coordination with the pre-existing hydraulic systems, which were not subject to adequate analysis (some systems were even located in areas with reduced solar radiation).
In most cases i works were carried out without prior municipal authorizations and/or concessions and, when necessary, without the required authorizations in the presence of landscape-environmental protection constraintsa circumstance which has led the municipalities, for some plants, to impose specific sanctions and to issue the demolition order for the illegally carried out works.
The subjects sued are challenged grossly negligent conduct both with reference to correctness of the projects, both to subsequent checks delegated to the technical figures called upon to protect the public administration in the implementation of the energy improvement programme.

The construction of the systems was coordinated by the Provincial Health Authority of Cosenza Which leader And contracting authority, also in the interest of other healthcare companies, with the technical-administrative collaboration of a specifically established consortium, also with supervisory and coordination tasks. The disputed damage is equal to the contribution that was paid by the Ministry of the Environment and Protection of Land and Sea (now the Ministry of the Environment and Energy Security) for the construction of the plants, as part of a thermal energy program renewable for healthcare companies.
The summons to court were issued after notification to the alleged perpetrators of the invitations to make statements, with the possibility of producing specific defense observations, appropriately examined, to the Accounting Judicial Authority.
