The European EPBD directive, better known as “Green Houses”established a ban on the use of fossil fuels for domestic heating by 2035with the abolition of incentives for the installation of methane boilers starting from the current year.
With just a few days left until the regulations come into force, the Campania region has decided to make funds available that they will add up to those of the Thermal Account promoted by the GSE for make the costs of living more sustainable for resident citizens purchase, transportation and replacement of stoves, fireplaces and boilers with more efficient and less polluting heating systems, i.e. a “5 stars”.
5 STAR HEATING SYSTEMS
The following technologies fall into this category, with power ≤ 35 kWwhich replace a classified system 3-4 Stars.
- biomass plants,
- heat pumps
- hybrid heating systems (e.g. fireplace + heat pump)
Among all, the best solution in terms of efficiency and ROI (Return of Investment), i.e. the time necessary to recover the expense incurred, is the heat pumpespecially if flanked by a photovoltaic system.
Also in this case, incentives are available for installation, as well as the possibility, if you decide to build a system that covers more than the expected energy needs, to sell the excess production to the GSE (so-called Exchange on Place, SSP).
AVAILABLE FUNDS AND EXPIRY OF THE CAMPANIA REGION NOTICE
As anticipated, the ratio of the funds made available by the Campania region is to support the necessary expenses to the replacement of the current heating system used, therefore not just the purchasebut also transport and replacement and installation works.
The Campania incentive is between 2,000 and 6,000 euros, in various brackets depending on the technology chosen; among the indications specified in the text of the Notice, is present the expense coverage limit.
In other words, the sum of the two incentives available, namely the Thermal Account of the GSE and the Announcement of the region, will not be able to cover 100% of the expenditure incurred. Important note: every applicant, or resident in the Campania region, can access a maximum of 2 instances.

To apply for admission to the contribution it will be necessary to use the dedicated digital service, called “Application for incentives to replace civil heating systems powered by woody biomass”, which will be made available in the Campania Region Digital Services Catalog (https://servizi-digitali .regione.campania.it/) and will only be accessible with a SPID (Public Digital Identity System), CIE (Electronic Identity Card) or CNS (Health Card – National Service Card) digital identity starting from 28 April 2023.
