NAPLES. The summary data is as clear as ever: 7,330 prisoners, of which 898 foreigners and 350 women, out of an available capacity of 5,645. This is what is stated in the report by the Guarantor of Campania prisoners, Samuele Ciambriello, which outlines the budget for 2023.
PRISON PLANET. The emergency in Campania penitentiaries is related to overcrowding, equal to 2,343 inmates compared to a regulatory capacity of 6,248: translated into percentage, around 45 percent. In Poggioreale there were 2,002 prisoners, of which 301 foreigners, compared to the 1,632 expected. Followed by Secondigliano, with 1,330 compared to the 1,085 expected; Santa Maria Capua Vetere (933 compared to 818) and Salerno (504 against 309). In percentage, the most critical situations are those of Pozzuoli, with an overcrowding index of 169.39 percent, Sant’Angelo dei Lombardi (166.08), Benevento (171.61).
Even below the proportion there are Aversa, Carinola, Icatt Eboli, Icam Lauro. As regards the data relating to deaths, last year 29 were recorded, of which five divided between Santa Maria Capua Vetere (three); Secondigliano (one); Poggioreale (one). According to data updated to 13 March this year, in Campania three prisoners took their lives in Poggioreale, one in Secondigliano and another in Carinola. Acts of self-harm are also increasing, 1,229, and suicide attempts, 156. Another worrying reality is that relating to subjects with psychiatric pathologies and drug addicts. The data received relates only to the institutes of Poggioreale, Ariano Irpino, Arienzo, Benevento, Lauro, Santa Maria Capua Vetere and Sant’Angelo dei Lombardi. In total there are 1,024 drug addicts and 472 with psychiatric pathologies. There are 350 women prisoners. According to the Guarantor «the establishment of a special branch of a simple operational unit within each prison should be envisaged. There is a Serd that works well, the one from Poggioreale, which also follows the prisoners of Secondigliano, for D’Ettore: «The coordination between the territorial guarantors and the national one is fundamental» a total of 860 people. This Serd must be strengthened with doctors, psychologists and other experts.” The data on prison healthcare speak of the lack of a psychiatrist in the prisons of Benevento, Arienzo, Ariano Irpino, Lauro and Santa Maria Capua Vetere while in Poggioreale there are two which, underlines the Guarantor, “are not enough for the large prison population”. As regards work, 2,150 inmates are employed, of which 2,183 are employed by the prison administration.
FOREIGN INMATES. There are currently 888 foreign prisoners in Campania, a figure always updated as of December 31st. Linguistic and cultural mediators are needed. Currently out of 15 institutions present in the region, there are only eleven figures of this type with an increase of 55 percent compared to 2022. MINORS. Finally, there are 76 minors subject to restrictive measures, 51 in Nisida and the rest in Airola. The most alarming data concern robbery crimes, 132 in total, of which 91 were committed in the age group between 14 and 17 years. Immediately afterwards 45 drug crimes, 38 weapons crimes and 28 voluntary homicides.
