M5s Latina: “Beach concessions, what stage is the Administration at with the tenders?”

TO Latina, after the decision of the Council of State which has decided to proceed immediately with the tenders for the state property, a question was presented by the councillor Maria Grazia Ciolfi 5 Star Movement.

The M5S group leader urges the relevant Mayor and Councilor to initiate the procedures

“Is the Celentano administration preparing the new tenders for the assignment of beach concessions?” asks the Grillino group leader in an oral question addressed to the Mayor and councilor Di Cocco.

The act was born in the wake of sentence no. 03940/2024 of the Council of State, published last April 30, which places a tombstone on the extensions of beach concessions. The double defeat of the Meloni government, that of the extension of the concessions and that of the non-scarcity of the state property on which the government had aimed, is a boulder for the centre-right majority which has built the entire electoral campaign on promises impossible to keep, in particular to the category of concessionaires of beach facilities.

“The judges – explains Ciolfi – declare the extensions after 31 December 2023 illegitimate and order the local administrations to proceed with the tenders for the assignment. The issues are also coming home to roost in Latina for the 21 factories on the coast: what will the dealers do? Will they erect and open the structures at the risk of having their illegal occupation of public property contested, or will they remain closed, depriving citizens of essential services for the bathing season? Is the Municipality ready to experiment with the tenders? What solutions and what regulations will be put in place?”.

“At the moment – she then added – there is only a deafening silence, despite having intervened several times in the commission and in the city council inviting the centre-right government to proceed with the new tenders for the assignment. No response, probably because this majority is aware that it has no tools to manage a situation that has dragged on for some time without preparing for the races, continuing to ignore the European directive and the resulting jurisprudence and is now embarrassed towards its electorate. The Bolkestein directive, which began in 2006, left too much room for member states to adapt, but now we have come to an end and the damage of political choices aimed only at maintaining electoral consensus has direct repercussions on both dealers and citizens”.

Ciolfi points the finger at the Celentano administration and the councilor responsible for the management of the services of the bathing season which has now officially begun: “They had the audacity to blame those who were there before, but I reject these accusations to the sender. In the previous council in which I had the delegation to the Navy, the bathing season always began with essential services guaranteed. To date, the tender for the rescue service has not yet been completed, much less the tender for the maintenance of the walkways, nor has the budget change to implement them been scheduled: a council in difficulty and well behind in ordinary administration , on the minimum services to guarantee a safe season. I would like to remind Councilor Cocco that in the last administration, to overcome the delays, a tender was launched with consequent award which made it possible to ensure the maintenance of the walkways for a period of two years. I advise this administration – concludes the councilor – less talk and more concrete actions in the interest of the community”.
