Patrizia Roli, lawyer, is the Ombudsman of the Province of Modena, appointed by the Provincial Council in 2022, she has held the role of Ombudsman of the Province since 2016 and is in her third mandate, while previously she held the position for the Union of Municipalities of the Northern Area from 2000 to 2009 and in various Municipalities of Modena.

In the annual report on the activity carried out in 2023, Patrizia Roli underlined that «anyone who has a case in progress at the provincial public offices can request the intervention of the Ombudsman when it is not resolved in the manner and within the expected terms by law and regulations. The activity of the ombudsman is a non-jurisdictional protection activity of the rights and interests of the city community. He is the guarantor of impartiality in the face of abuses, dysfunctions, shortcomings and delays of the administration.”
The Provincial Ombudsman receives appointments on Tuesdays, from 10am to 3pm, at the Provincial headquarters in Viale Martiri della Libertà 34 in Modena.
Furthermore, Roli suggested that «in the light of the experience gained to date, an extension of the competence is suggested to the requests proposed by any Italian or foreign entity involving the Province of Modena or the Municipality that has joined the Convention, in addition to organize campaigns of meetings with school groups on issues of civic education and the Italian constitution and activate a desk dedicated to foreigners exclusively for civic defense issues”.

The task of the Ombudsman is to guarantee the impartiality and good performance of the public administration; upon reporting or on his own initiative, he can intervene on abuses, dysfunctions, deficiencies and delays towards citizens, as well as to ensure that the administrative procedure is in order and that the documents are correctly and promptly issued.
Construction practices and road safety: 36 cases in 2023
Requests for building practices, reports regarding the deterioration of the road surface, hydrogeological instability near private residences, as well as requests for compensation for falls and road accidents caused by the conditions of the asphalt.
This is what emerges from the report of the provincial ombudsman on the 2023 activity; There are 36 (last year there were 30) requests addressed by the lawyer Patrizia Roli who also works on behalf of 27 participating municipalities; to these are added dozens of requests from citizens who have turned to the service even just to ask for advice on municipal services, clarifications or informal advice on public administration documents and procedures.
Among the topics of the requests which involved an in-depth investigation include requests for compensation for accidental falls due to the conditions of the road surface, the request for the installation of anti-bird nets in a cemetery, the request for the construction of new water pipes, in addition to the reports of construction abuses and administrative irregularities.
Modena is the only Province in the Region to have established the territorial ombudsman at the service of the Municipalities, a figure that contributes to increasing trust in the public administration, guaranteeing transparency and participation.
In addition to the 36 requests addressed, another 61 citizens turned to the Ombudsman, with requests that were not within his direct competence and which therefore were not processed.
The Municipalities of Modena that benefit from the Provincial Ombudsman with reception at the Provincial headquarters are Bomporto, Castelfranco Emilia, Castelvetro, Concordia, Fanano, Finale Emilia, Fiorano Modenese, Formigine, Frassinoro, Guiglia, Maranello Marano, Mirandola, Montecreto, Montese, Palagano, Prignano, San Cesario, San Felice, San Poxidenio, Sassuolo, Savignano s/Panaro, Serramazzoni, Spilamberto, Vignola, Zocca.
The Municipality of Modena uses the Provincial Ombudsman on a weekly basis directly at the municipal headquarters.
