«Before this government, our democracy allowed an Italian resident abroad to vote on the other side of the ocean and not a foreign student to vote on the other side of the country. The introduction of voting for students far from the municipality of residence is a victory not only for our movement which has supported this battle for years, but for all Italian university students who, for a long time, have faced difficulties in participating in the democratic life of our country, forced to abstain or choose whether to vote or take an exam or burden themselves with further costs”, declares Nicola D’Ambrosio, national president of Azione Universitaria. «The previous left-wing governments – used to governing without the vote of the citizens – talked about it for 10 years, filling their mouths with slogans and deceiving young Italians. «There are two methods and cases foreseen for exercising out-of-office voting”, recall Vincenzo Cortese and Giuseppe Abascià of GN Bisceglie: «the student who is domiciled in a city that falls within the same college as his municipality of origin (for example, the student from Bari who moves to Naples) and the one, however, in which the student lives in a municipality belonging to a different college (for example, the student from Rome who moves to Milan). In the first case, the candidates evidently remain the same and, therefore, the student will simply be assigned to a specific electoral section in the city where he is domiciled. In the second hypothesis, however, the non-resident student is called to vote in a special electoral section specifically designated in the capital of the Region in which he studies.

How to do? To be able to vote “out of office”, interested voters must submit an application to the municipality in whose electoral lists they are registered, indicating the complete address of their temporary domicile and an email/certified email address. The following must be attached to the application form: copy of a valid identification document; copy of the electoral card; copy of the certification or other documentation certifying registration with an institution; school, university or training. This request must be submitted personally, via electronic means or by a delegated person no later than Sunday 5 May 2024 (and can also be revoked no later than Wednesday 15 May 2024). By the 5th day before the elections (Tuesday 4 June 2024) the municipality of temporary domicile or capital of the region in which the municipality of temporary domicile is located issues the “away from home” voter a certificate of admission to vote with the indication of the number and address of the section at which to vote. This document must be shown at the polling station together with the electoral card and the identification document.
