It was precisely the extremely advantageous sales conditions that aroused suspicion. From the investigations of the Fiamme Gialle of the Fiumicino company and the INPS inspection surveillance service, it emerged that the workers had been formally hired by a so-called “paper mill” company, i.e. set up ad hoc to shoulder the tax and social security costs, which administered the staff “employed” by companies in need of the work.

With this mechanism, the payment of social security, welfare and insurance contributions amounting to over 6.5 million euros would have been omitted.
