FOGGIA – As part of the second stage of “Let’s cultivate the future, In the zero waste field”, the meeting will be held on Monday 22 April 2024, starting from 5 pm, in the headquarters of the DAFNE Department of the University of Foggia (via Napoli 25), CIA Agricoltori Italiani di Puglia will present the manual of administrative procedures created by Massimo Fragassi, head of the Legislative Office of the agricultural organisation, aimed at municipal administrations that intend to correctly address the enormous problem of waste dumped illegally and of farmers in the countryside of many municipalities. Massimo Fragassi will present the manual, the result of rigorous and in-depth study work that has comprehensively examined the issue from a legislative point of view.

“Since 2022”, explains the head of the Legislative Office of CIA Puglia, “our farmers’ union organization has been conducting specific and timely studies on the legal and administrative profiles connected to the illicit dumping of waste in the Apulian countryside, as a result of which it has strengthened and structured dialogue and institutional synergy with the Municipalities of the Capitanata area most exposed to the phenomenon of the illicit abandonment of ecoballs in private agricultural fields and with the Province of Foggia, as the territorial body competent in environmental matters, for the specific purpose of defining and applying administrative procedures uniform and shared regarding the correct attribution of economic responsibility for the costs of waste removal and disposal, which current legislation places on land owners exclusively where these are in a state of abandonment or neglect”.

“Farmers are the real victims of this unfortunate and criminal phenomenon which is damaging agricultural companies and endangering the safety of the environment”, declares Gennaro Sicolo, president of CIA Puglia and national vice-president of CIA Agricoltori Italiani. “With the guidelines developed by our Legislative Office”, adds Sicolo, “we have made a fundamental tool available to local institutions to address the problem”. The second stage of “Let’s cultivate the future, in the field of zero waste”, which will be held on World Earth Day, arises from the project born from the collaboration of the University of Foggia with the Norwegian company OX2, active in the renewable energy sector. On 22 April, therefore, we will discuss how to best operate for the correct disposal of waste, to protect biodiversity and guarantee environmental sustainability. The project, in fact, was created to encourage growing civil and environmental responsibility, involving civil society and, in particular, the new generations. The event on April 22nd, moderated by Elena Biglietti (Communications & Sustainability Manager OX2), will be opened at 5pm by greetings from Giuseppe Nobiletti, president of the Province of Foggia; by Adalgisa La Torre, president of the Union of Municipalities of the Five Royal Sites; and Federica Bianchi, representative of “Free against the mafias” in the province of Foggia.
