Brescia. Considering that the current climatic conditions have caused temperatures to drop below seasonal averages, the mayor of Brescia Laura Castelletti has authorized an extension of the switching on of the heating systems for a maximum duration of 7 hours per day until and including next May 6th.
The systems must be put into operation between 5am and 11pm each day and the maximum ambient temperature values, as required by law, must be 20 degrees Celsius with an additional two degrees of tolerance (with the exception of buildings used for industrial, artisanal and similar activities, for which a maximum temperature of 18 degrees is envisaged Celsius with two degrees more tolerance).
Limitations on daily activation duration do not apply to hospitalsto clinics or nursing homes, including institutions for hospitalization or for the care of minors or the elderlyto protected structures for the assistance and recovery of drug addicts and other subjects entrusted to public social services.
The headquarters of diplomatic representations and organizations must not adopt such limitations international that are not located in condominium buildings, buildings used as nursery schools and nursery schools, buildings used as swimming pools and saunas, buildings where industrial and artisanal activities are carried out in cases where there are technological or production needs, offices and buildings used for commercial activities limited to the parts reserved for services without daily interruption of activities.
Limitations relating to the daily duration of activation they do not even affect heating systems that use heat from cogeneration plants with combined production of electricity and heatheating systems that use radiant panel heating systems embedded in the masonry, heating systems serving one or more buildings equipped with a primary circuit for the production of hot water for hygienic and sanitary purposes or to maintain the temperature of water in the primary circuit to the value necessary to guarantee the operation of the secondary circuits within the expected times.
The limitations also do not apply to heating systems serving multiple residential and similar real estate units equipped with a thermoregulator unit driven by an external temperature detection probe with a programmer that allows regulation of the room temperature on at least two levels over a 24-hour period. These systems can be kept in continuous operation as long as the daily programmer is calibrated and sealed to achieve a room temperature of 16 degrees with two additional degrees of tolerance in the hours outside the daily duration of activation.
The limitations do not concern heating systems serving multiple residential real estate units which are installed and functioning, in each single real estate unit, a heat accounting system and a temperature thermoregulation system environment of the real estate unit itself equipped with a programmer that allows the regulation of said temperature on at least two levels within 24 hours.
Furthermore, the limitations relating to the daily duration of activation do not apply to heating systems for individual residential real estate units equipped with a room temperature thermoregulation system with daily programmer that allows regulation on at least two levels within 24 hours as well as switching off the heat generator based on the user’s needs.
Finally, they do not apply to heating systems kept in operation through “energy service contracts”where the fees are related to the achievement of environmental comfort within the limits permitted by the regulation, provided that, during the hours outside the duration of activation, the power supplied by the system is attenuated within the established limits.
