Vele di Scampia, the Pozzuoli company Idroambiente will take care of the abatement

The neighborhood of Escape will soon have a new face. As established by the mayor’s municipal administration plan Naples Gaetano Manfrediwork has begun on the redevelopment of the “Vela Celeste”, the only one that will remain standing, with funding of 18 million euros.

The executive plans for the demolition of the Sails of Scampia and the redevelopment of Celestial Sailing have been entrusted to external companies including the only Puteola-based company Idroambiente D’Urzo family. “The demolition of the Vele is a Puteolan undertaking. We will demolish them all except the Celestial one, the only one that will remain standing”he claims Angelo D’Urzo.

“In a couple of years we should be able to complete the demolition works, the works only started a few days ago. It is an important event in which Pozzuoli participates, demonstrating that it too has won on this occasion regarding construction, ” he concludes D’Urzo.

For the Vela Bi.e. the Celeste sail, the redevelopment of the ground and basement floors, the garage floor, the vertical connections and the reconstruction of the horizontal roofing surfaces are envisaged.

Furthermore, the recovery and redevelopment of the Vela Celeste involves the integration of mixed functions, with a prevalence of public facilities and the creation of new public, pedestrian and cycle avenues.

The same loan also includes the reduction of the Vela C (Yellow Sail) which will be followed by the relocation of the inhabitants starting from 2025. In addition to the demolition of the three sails, the ReStart Project Escape involves the construction of 433 new homes self-sufficient from an energy point of view.

The settlement will be completed with spaces intended forurban agriculture (social vegetable gardens and orchards), a neighborhood public park, a farm with recreational and educational purposes, a market proximity, a school complex (preschool for 120 children and nursery for 50-60 children), a civic center with social and cultural functions.

The main objective is to improve not only the physical appearance of the neighborhood, but also to guarantee the inhabitants a dignified home and a more livable environment. The financing of the project, equal to 159 million euroscomes mainly from Fondi Pnrr, Pon Metro and Suburbs, thus completing the redevelopment intervention of theformer Lot M from the Sails of Scampia.

The new accommodations are built to replace the current houses and intended for the same people who currently live in the Vele, if they meet the requirements established by law.

The the municipality of Naples has foreseen a particular program to govern and facilitate the transfer of current members inhabitants of the Vele towards new housing. This program offers the possibility, for families who do not have a regular contract, to obtain temporary accommodation lasting three years in new buildings for those who currently reside in the houses without the assignment title.

During the three-year period, the municipality will carry out monitoring to verify that the required requirements are met. The administration has also prepared a mobility plan for the coordinated movement of inhabitants into new homes which does not include accommodation in temporary homes outside the neighbourhood. The plan will be implemented incrementally, and will be coordinated with the construction of new buildings.
