INAIL has collected in the Document: “CONSTRUCTION AND CONSTRUCTION MACHINERY” the Datasheet on machines belonging to the technical regulatory committee – CEN TC 151 machinery for construction sites and construction.
The Cards deal with the most significant ones non-conformities detectedhighlighting, compared to the reference state of the art, the construction solutions deemed acceptable, in order to promote an improvement in safety levels in the workplace, as envisaged in the institutional mission.
Construction site and construction machinery: who it concerns and what the INAIL manual is for
INAIL explains that the manual is aimed at manufacturers and distributors of construction and construction machinery, highlighting the most recurring shortcomings also in relation to the reference technical standards.
It also concerns the territorial supervisory bodiesproviding useful references to direct attention during supervisory actions or accident investigations on specific critical issues that emerged during market surveillance activities.
For the employersidentifies the shortcomings and recurring problems of this type of equipment, in order to offer useful indications in the choice of products during the acquisition phase, before being made available to workers (pursuant to the combined provisions of art. 71 paragraph 1 and of art. 70 paragraph 1)
Construction site machinery: what the INAIL forms contain
Each sheet is made up of three main parts:
- a first descriptive part in which it is identified
- the type of machine (name specified by the manufacturer in the EC declaration of conformity and a brief description that defines the intended use and methods of use;
- the year of placing on the market in order to define the reference state of the art and therefore identify the solutions that could be considered acceptable;
- a part dedicated to the harmonized technical standards of reference based on the availability of relevant technical references; where available, the type C harmonized standard has been reported (or possibly other standards to assist in the definition of the technical opinion illustrated below), indicating the version and date of publication in the official journal.
- a part called “technical assessment” which in turn is made up of two subsections:
- one dedicated to reporting alleged non-compliance with photos and/or diagrams.
- another focused on the technical opinion, in which, limited to the reported deficiencies and therefore to the essential safety requirements (RES) deemed presumably non-compliant.
Once the equipment details have been defined, the sheet provides the description of the dangerous situation encounteredand then translate it into the corresponding deficiency in terms of compliance with the essential safety requirements, essentially retracing the process that the reporting entity should follow, should it proceed with a report of presumed non-compliance: from danger it passes
to the violated security requirement.
