the new regime will start in September. What changes

Short-term rentals are a real business that is revolutionizing the sector. As confirmed by the success of subleases in the most exclusive cities such as Florence, Rome, Lake Como, Saint Moritz, in Switzerland. Now the issue of the National Identification Code for short-term rentals is also unblocked. Which should better regulate the sector, which has grown dramatically over the years and has become a wild wild west in which many are outlawed.

The interoperability of databases

«The Tourism Policies commission of the Conference of Regions and Autonomous Provinces, chaired by coordinator Daniele D’Amario (councillor in Abruzzo), gave a positive opinion to the decree on the interoperability of regional databases, prepared by the Ministry of Tourism. This is the decisive step towards arriving at a single mechanism for identifying accommodation facilities, in an anti-fraud perspective”, writes the website of the Sun 24 Hours.

The positive opinion

The positive opinion gives the green light to the State-Regions agreement on the decree, which will arrive in May. Then, an experimental phase will begin. The ministry’s goal is to start on September 1st. After the summer the decree will be published and the 60 days will start for its full entry into force and, then, the application of the sanctions provided for by the Advances Decree at the end of 2023. This is a new step for the reform inspired by the Ministry of Tourism and approved in December 2023

Risk of sanctions

«The objective is to associate a code with the real estate units dedicated to short-term and tourist rentals, through an automated procedure. In many regions, however, this type of code already exists: they will have to be communicated with the single national database, according to the indications of the new decree. The Cin must be displayed outside the building in which the apartment is located and must be indicated in each advertisement. Anyone who does not do so will risk very heavy sanctions”, explains the Sun 24 Hours.

The automated procedure

It will be issued by the Ministry of Tourism through an automated procedure, following an electronic request from the lessor or the owner of the tourist-accommodation structure containing the cadastral data and, in the case of rentals carried out in a business manner, the certification of the safety requirements of the installations.
