Final phases for the 2026 Budget. This afternoon the debate began in the Chamber. The question of confidence is expected to be submitted by the government in the evening, which will then be voted on, according to the programme, on Monday at 7pm. The final OK, barring unforeseen circumstances, is already set for 1pm on Tuesday 30 December.

Amendments, process and green light

Meanwhile, 158 amendments have been declared inadmissible among the 942 presented – all opposition – in the Budget Committee of the Chamber. The commission gave the mandate to the rapporteurs at the end of the voting on the amendments and now the text, which has not undergone any changes compared to those proposed by the opposition, has passed to the Chamber, where the general discussion began in the afternoon with 20 speeches scheduled. The Minister of Economy Giancarlo Giorgetti is also present in Montecitorio. In the evening, the government will raise the question of confidence (which will be voted on tomorrow). The final vote is expected on Tuesday. The approval of the Budget Law by the end of the year will, among other things, allow some of the measures contained therein to come into force in January 2026.

The main measures of the Maneuver

Taxes maintain a central role in the Maneuver. For taxpayers, the positive notes concern Irpef: the second rate drops from 35 to 33%. The impact starts from 28 thousand euros, but the greatest benefits start from 50 thousand euros upwards (440 euros per year, ndr). Then there is the tax discount with a micro-tax of 5% on contractual increases, from 2024 onwards, but only for total incomes under 33 thousand euros gross. Other tax benefits come on performance bonuses taxed at 1% and on wages relating to night work, holidays and for those who work shifts who will pay less, with a 15% flat tax. Then the bonuses on renovations and energy remain: 50% on the first home, 36% on second homes. Linked to these is the 50% tax credit for the purchase of furniture and large appliances (up to 5,000 euros). But the tax relief also rewards those who have received tax bills: the scrapping which now reaches 31 December 2023 is worth 1.48 billion in lower revenue next year. A tax discount is then represented by yet another postponement of the pastic and sugar tax which is worth 385 million. Finally, there is hyper-depreciation for companies that improve their energy impact with green investments (237.7 million in 2026, 842.6 million in 2027, 1,445.2 million euros for 2028). But there are also tax increases that weigh directly on citizens: 213 million are expected from the increase in excise duties on cigarettes and tobacco; 552 million from petrol and diesel; 122 million (double the following year) from the 2 euro contribution applied on shipments under 150 euros from non-EU countries. Taxes on short-term rentals must also be considered, which rise to 26% from the second property rented to become corporate taxation from the third upwards, and the revaluations of land and shareholdings. And again: the growth from 2 to 4% of the Tobin tax on financial transactions and the increase in the rate on earnings from crypto-assets (to 33%).
