PALERMO (ITALPRESS) – The Municipality of Palermo, Rete Ferroviaria Italiana and FS Sistemi Urbani, respectively the leading companies of the Infrastructure Hub and the Urban Hub of the FS Group, signed a memorandum of understanding this morning in Rome aimed at strengthening the infrastructure, the intermodal exchange system and the urban regeneration of the railway areas in the Sicilian capital. Specifically, the memorandum acts on the disused and future disused railway areas that represent important opportunities for urban regeneration interventions located in the municipal territory, including: the area of the former freight yard on via Emanuele Notarbartolo near the FS Station of the Notarbartolo railway ring (considered as a priority and pilot intervention); the Sampolo area of the former freight yard located on via Duca della Verdura; the area pertaining to the Palermo Central Station; the area pertaining to the Palermo Lolli FS stop; the real estate complex consisting of areas and buildings located in via Mario Cutelli and via Scipione Li Volsi, between via Tenente Giovanni Ingrao and via Filippo Juvara. «I would like to thank the offices of Sustainable Mobility, my mobility consultant, Professor Clara Celauro, and the technical representatives of RFI and Urban Systems – says the mayor of Palermo Roberto Lagalla – for having drawn up a protocol of crucial importance for the city, which establishes the strategic partnership between the Municipality and the FS group in the various fields of common interest, overcoming the phase in which railway infrastructures act on the municipal territory without adequate consultation and mitigation of impacts and without also taking care of the superficial and adjacent spaces to the stations.

Thus, instead, each station of the bypass and the railway ring and the disused railway areas around Notarbartolo and Sampolo will be able to return to the citizens and tourists areas of regeneration, parks, parking lots and services”. “The memorandum of understanding is the result of a long and careful work of consultation between my offices of the Municipality, the Mayor’s Office, RFI and Sistemi Urbani, also through the indispensable guidance of the Urban Planning Commission, chaired by Antonio Rini, with which the urban regeneration objectives connected to RFI’s infrastructural interventions relating to the railway bypass and the railway ring were addressed in various sessions. The general objective of the municipal administration is that where important transport infrastructures are built, the surrounding urban regeneration interventions must be implemented at the same time, so that they contribute to the quality of urban life and the redevelopment of public space”, says the councilor for Sustainable Mobility and Urban Regeneration of the Municipality of Palermo Maurizio Carta, who adds: “It is an important protocol because it recognizes the need for the actors of urban transformation to act in constant agreement, to define the actions and timing in advance, and not to limit themselves to acting within the perimeter of their own competences, but to contribute according to the principle of subsidiarity to the creation of a system efficient and safe mass public transport, and the urban and landscape redevelopment of the areas involved, without leaving them waiting for subsequent, and often late, interventions”. “Even in Palermo, as is customary in other cities – adds Carta -, an urban planning season is inaugurated where the mobility matrix is not a parallel plan, but is a structural part of the new idea of the city and where the funding connected to infrastructures also contribute to the creation of the public city, facilitating the creation of parks, cycle paths, places for free time, logistics”. – Photo: Press Office of the Municipality of Palermo – (ITALPRESS). col4/com 02-Jul-24 14:34 .
