BUILDING FROM THE FOUNDATIONS: a useful metaphor, where one intends to administer beyond the dream book.
Those who are informed, even in a summary way, of the operating methods of a public administration, which also includes the Municipality, cannot ignore the unavoidable need to have an adequate and efficient organizational structure (technostructure).
Therefore, while waiting for the appointment of the assessors by the mayor, which is taking on the characteristics of a widely predictable complex gestation, and of the underlying need to privilege the criterion of rigorous competence (do we all agree?), we cannot ignore the analysis of the central question, involving the apparatus.
A civic administration is objectively not capable of carrying out any action in the absence of qualified, efficient personnel animated by the best intentions, in pursuit of public interests.
It is therefore essential to immediately identify the related policies, to which the following questions act as a “pendant”.
How will the staffing shortages be filled, which affect not only the management figures, but also the area of officials and highly qualified personnel, instructors and so on?
What urgent remedies are envisaged for the so-called “supernumerary” human resources, who have held, in numerous cases, the offices and, at present, are subjected to degrading salary and professional treatment, resulting in work performance equal to twelve hours per week?
Have discussions been initiated with the competent central bodies? MANFREDONIA CANNOT WAIT ANYMORE. The resolution of the pressing and serious problems that afflict the citizens require the full operation and effectiveness of the bureaucracy, which is required to provide timely, rapid and specific feedback to each of us.
In this sense, it is essential to submit the general criteria for the organisation of offices and services (a sort of internal rules charter) to the Council for examination, given that the current regulation dates back to the year of grace 2008.
