Liguria health

– The Regional Council has approved a new regional framework agreement for the regulation of relationships between local and hospital health authorities and the public assistance agencies Anpas, Cipas and Cri.

The measure includes the revision of the tariff regime and will be effective from 1 July until 31 December 2026.

It concerns a progressive increase in the rates relating to emergency and ordinary health transport services gradually over the three-year period 2024/2026, signed between the Liguria Region, Alisa, the Italian Red Cross, Anpas Liguria, Misericordie Liguria, Anas Liguria.

In fact, apart from some additions during the Covid period, the rates were stuck in 2010 and this did not guarantee the sustainability of the health transport activity. We therefore proceeded to review and update the 2010 framework agreement. The work was long and laborious within the Permanent Conference for Health Transport which sees the presence of companies, 118 managers and association networks”.

Liguria healthcare – The distribution of tariffs:

  • 52.40 euros for each service arranged or authorized; 1.05 euros for each kilometer traveled.
  • From January 1, 2025, 53.60 euros for each service arranged or authorized; 1.10 euros for each kilometer traveled;
  • From 1 January 2026, in the following amount: 55.00 for each service arranged or authorised; 1.15 euros for each kilometre travelled.

For services lasting more than one hour (to be calculated from the departure and until the release of the emergency vehicle, recorded by the operations centre via radio/computer system, or until the vehicle is used again for a subsequent service) a further reimbursement of €26.20 is paid for each fraction of 30 minutes following the first hour, from 1 July 2024; €26.80 from 1 January 2025 and €27.50 from 1 January 2026.

The new agreement also includes the updating of the training path aimed at EMS rescuers and EMS instructors.

The courses will be held by personnel from the rescue and health transport system, selected from among volunteers and employees of the national association networks accredited in the area, who in turn have been qualified by a training course run by the local health emergency services 118. The courses are divided into two complementary modules and a qualifying internship, for a total of 105 hours of training, which include a module on qualified transport and a module on EMS (health emergency) rescue.
