AUTONOMY, VENETO REQUIRES THE FIRST NINE SUBJECTS
Veneto activates the procedures to resume negotiations on Autonomy with the Government. “We are not starting them, but we are resuming them”, announces President Zaia from Venice, flanked by his assessors. To do so, with a dramatic coup he signs the letter to Palazzo Chigi with the same pen that seven years ago had started the process for the consultative referendum on autonomy in the region. After the law on differentiated autonomy was approved on June 19, which was promulgated by the Head of State on June 26 and published in the Official Gazette last Saturday, the letter sent to Rome has a profound meaning: with this request, Veneto officially asks for the reopening of the dialogues for the attribution to the region of the first nine subjects, those that do not require the definition of the Essential Levels of Performance: Organization of the justice of the peace, international relations and with the EU, foreign trade, professions, civil protection, supplementary and integrative pensions, coordination of public and tax finance, savings banks and regional land and agricultural credit institutions. Zaia asks the Government to start negotiations: Veneto hopes that the attribution can be achieved by the end of the year.
The political battle is only just beginning. While the opposition talks about a repeal referendum and begin to study the collection of signatures to try to cancel the Calderoli bill that has just been approved, the hope is that the constitutional judges look at every aspect of a law desired and approved by Parliament in compliance with a constitutional principle , before possibly giving the green light to a popular consultation to eliminate it. The five regions currently governed by left-wing councils – Tuscany, Emilia, Puglia, Campania and Sardinia – could request it even without collecting the 500 thousand signatures required, as required by the Constitution, but it is certain that popular consultation remains the great bugaboo today , on the entire autonomist project. Even more than the LEPs, which will have to be defined in the next two years to then try to give the green light to the other important ten subjects: from energy to transport networks, from scientific research to the protection of cultural heritage.
