In Carpignano Sesia, in September 2023, a group of volunteers founded the «Allegria Gataria» association, with the aim of improving the health and well-being of stray cats. This association has its roots in the collaboration with the Anag Association of Novara, and has made the fight against stray dogs its main mission. The work of «Allegria Gataria» immediately stood out for its dedication and passion. «The association has responded to numerous reports from the citizens of Carpignano – the managers explain in a letter – by taking care of stray cats through sterilizations, administration of medicines and management of the necessary veterinary expenses».

In addition to this, the volunteers guaranteed the animals’ sustenance with food and pesticides, demonstrating a constant and admirable commitment. «According to current legislation however – the volunteers comment – ​​stray cats are considered the property of the mayor. Aware of this, Allegria Gataria requested the official recognition of two cat colonies in 2021. The initial response from the municipal administration was positive, with confirmation that the request had been forwarded to the veterinary health authority of Novara and that the colonies had been duly recognised. This news had brought great satisfaction within the association, happy to see the rights of stray cats finally protected.”

Unfortunately, the joy of the volunteers was soon overshadowed by a disconcerting revelation: «Despite an agreement stipulated with Anag of Novara, which provided for an annual contribution of only 300 euros, the ASL communicated that there was no official document certifying the regularity of cat colonies. This discovery made the whole process seem like a giant mockery, leaving the association in a situation of frustration and uncertainty.”

And they add: «Despite the difficulties and administrative laxity, Allegria Gataria has no intention of giving up. Volunteers continue to take care of stray cats, convinced that the degree of civilization of a community is also measured by the respect and care given to the animals. The association loudly calls for the official recognition of cat colonies, so that stray cats can live in dignified and protected conditions. “Allegria Gataria” represents a beacon of hope for many stray cats and for the community of Carpignano, demonstrating that with passion and dedication great things can be done, even in the face of bureaucratic obstacles. Their commitment is an example of how volunteering can make a difference, improving the lives of animals and, consequently, that of people.”
