Maneuver, winners and losers: from banks to employees and businesses

Approximately 22.5 billion euros of maneuver. The main protagonists are the banks and insurance companies, among the losers, and on the other side the employees and businesses. In fact, they are the first two to cover a large part of the Budget law, approved before Christmas in the Senate and, in the last days available to avoid the provisional exercise, in the Chamber.

Banks and insurance companies

For banks, in fact, the 2% increase inhard workthe regional tax on productive activities, costs around 1.3 billion euros. Not only that, because it comes further reduced deductibility on past losses: the percentages drop from 43% to 35% for 2026 and from 54% to 42% for 2027. In this case, the guaranteed resources are approximately 600 million euros in two years.

The IRAP discussion also applies to insurance. Furthermore, there is an increase to 12.5% ​​in the rate on the car liability insurance policy for injuries to the driver and another 1.3 billion is requested through the payment of an advance equal to 85% of the contribution on the vehicle and vessel insurance premium due for the previous year.

The others lost

Few other interventions bring large sums into state coffers. About half a billion comes from the increase in excise duties on fuels, while another 213 million from the increase in prices tobacco.

The winners

The main spending intervention, however, is for employees, with a Irpef cut for incomes up to 50 thousand euros (the second rate falling from 35 to 33%). Furthermore, preferential taxation of 5% on contractual increases is introduced: it applies to incomes up to 33 thousand euros and for contracts renewed from 2024 to 2026. On performance bonuses and forms of participation in company profits, up to 5 thousand euros, the substitute tax drops to 1%. The tax-free threshold for meal vouchers rises from 8 to 10 euros.
