With regards to last night’s episode, 8 May, of the Rete4 program “Fuori dal Coro”, the Directorate of the Ferrara healthcare companies announces the following.

It is false that in Ferrara “the lists are still partly closed” as stated by the journalist during the report. The waiting lists in Ferrara have never been “closed”. There was a limitation on the depth of the agendas which has been overcome since 4 April. Therefore, currently all first access services can be booked and the Company is making its utmost efforts to limit waiting times as much as possible.

In fact, no one denies that waiting times for outpatient specialists are a problem: they are throughout Italy, so much so that the Government first announced ad hoc investments.

In this national framework, Emilia Romagna is the region that provides the most specialist visits and tests: 1548 per thousand inhabitants compared to a national average of 1,014 (only the autonomous province of Bolzano provides more – AGENAS source). Ferrara is the second company in the region in terms of production: 1,657 per thousand inhabitants.

The Emilia Romagna Region has also announced a plan of ad hoc interventions and financing and the Ferrara healthcare companies have their own specific plan, partially already activated, the key points of which (in addition to the already eliminated depth of the lists) are:

– search and recruitment of new professionals especially for services where there are critical issues;

– purchase of services from an accredited private individual;

– purchase of independent freelance specialists also with the aim of optimizing the use of diagnostic equipment by not leaving them unused even in the evenings and on holidays;

– improvement of pathways for chronic pathologies: after the patient is diagnosed and enters the pathway, subsequent services must be booked within the pathway itself;

– prescriptive appropriateness: Ferrara has a performance consumption higher than the regional average. This depends on the socio-demographic characteristics but – given the incidence of services with negative results – it can be hypothesized that there are also many useless services. Meetings are underway with doctors to share correct indications regarding the methods of accessing the specialist.

Compared to one of the specific cases highlighted during the episode, an in-depth study shows that the two visits requested (cardiological and dermatological) are available, in structures located in the province, in much shorter times than those mentioned, which refer only to city ​​of Ferrara.

Accusing corporate governance of “violating the right to treatment” as the journalist did is therefore untruthful, exploitative, disrespectful towards viewers and defamatory towards the health director and company management.

Equally misleading is to relate this issue alone to the performance pay of company directors. These are emoluments provided for by law: according to Prime Ministerial Decree 502 of ’95, the contracts stipulated with the Directors General of the Health Authorities contemplate the provision of a variable economic treatment in relation to the achievement of objectives conferred by the Regions and after evaluation by a “Independent Evaluation Body – OIV”.

For 2022, the Region, with its own resolution, has attributed multiple objectives to the directorates, certainly including the improvement of accessibility to outpatient diagnostics and specialists, but also the achievement of the PNRR objectives, economic sustainability and numerous others with specific indicators and targets for everyone.

The OIV estimated that these objectives were achieved by the Local Health Authority of Ferrara at 88 percent. From here, with a mere mathematical calculation, the performance pay was identified.

This happens in all healthcare companies because it is required by law, but for “Fuori dal Coro” it becomes a case only in Ferrara, where, moreover, for almost two years the General Director has been carrying out, without receiving a salary, also the role of Extraordinary Commissioner of the University Hospital Company.

Treating an important and delicate issue such as healthcare in this way does not seem to provide a good service to the citizen but risks creating a real climate of social hatred towards the institutions.
