There is also an accounting appendix regarding ‘Concorsopoli’, the well-known judicial affair which five years ago involved politicians, health workers and employees of the ‘Santa Maria della Misericordia’ hospital in Perugia. The newspaper reports itIl Messaggero-Umbria‘ with an article by Egle Priolo.

In essence, in addition to the criminal trial, which is nearing its final stages, the prosecutor’s office at the Court of Auditors has initiated parallel proceedings against the defendants, twenty-eight people in total, contesting both the disservice determined and the damage to image which – according to the accounting judiciary – are derived from it.

In the 147 pages of the request for deductions, i.e. explaining and documenting expenses, activities and reasons for them, the regional prosecutor’s office of the Court of Auditors of Umbria specifies all the conduct that would have caused the damage. Recognizing “the causal link between the illicit conduct and the prejudice caused to the treasury” as well as the “current, certain and determined public damage”.

The estimated damage, obviously yet to be ascertained, is a total of 366,478.89 euros. Divided as follows: 286,401.36 euros to the hospital of Perugia, 34,021.52 euros to the Umbria 1 local health authority, 44,978.32 euros to the Umbria region, 1,077.69 euros to the Ministry of the Interior. The requests, as mentioned, are towards the twenty-eight defendants.

In particular, the prosecutor’s office of the Court of Auditors asks the former administrative director, Maurizio Valorosi, 74,601.62 euros of which 35,000 euros for damage to the image of the Perugia hospital, 19,800.81 euros for damage from poor service and 19,800 .81 euros as damages for interruption of the synallagmatic relationship. The former general director of the ‘Santa Maria della Misericordia’ hospital, Emilio Duca, has been charged with damages of 37,940.72 euros, of which 18,970.36 for poor service and the same amount for damages resulting from interruption of the synallagmatic relationship.

As for politicians, the former health councilor of the Umbria Region, Luca Barberini, is charged with damages of 18,960 euros for poor service, 5,000 euros for the former president of the Region Catiuscia Marini and 1,077.69 euros for Gianpiero Bocci, relating to the alleged damage from disservice as a former undersecretary of the Ministry of the Interior. However, everyone will have the opportunity to be heard by the accounting magistrates to present documents, versions and counter-arguments in order to defend themselves from the objections raised.
