The Passo del Lupo tunnel, one of the most important tunnels in Southern Italy, as it allows the direct connection between three regions, Puglia, Molise and Campania and between three provinces, the province of Foggia, Campobasso and Benevento, continues once again to be talked about and to spark controversy and debate. In fact, with an order dated 22 April, Anas ordered the closure of the infrastructure located along the SS17, Variante di Volturara Appula, which connects Foggia to Campobasso, also allowing direct connection with the Abruzzo region and Rome. The closure of the tunnel, as will be remembered, was ordered to complete the structural restoration works that were necessary to remedy the multiple internal problems that have seriously affected the infrastructure for years now. Some of these “sufferings” have been known for some time: leaks and infiltrations of rainwater coming from the vault and the walls of the tunnel, total absence of fire prevention and ventilation systems, poor brightness of the lighting system, consolidation of the vault. In September 2023, Anas, Puglia Region Department, had already prepared an order for the closure of the infrastructure. This ban provided for the carrying out of a first phase of interventions in order to apply the metal ribs necessary to consolidate the vault. In fact, on 1 February 2019, within the infrastructure, with open traffic, abundant and dangerous detachments of rubble occurred, exiting towards Campobasso, which could have caused serious consequences for motorists and motorcyclists in transit at that time. Following that event, the Anas engineers ordered the immediate closure of the tunnel after having identified, through careful instrumental investigations, a worrying crack in the roof of the tunnel, which, even before that ban, had already been closed to traffic. to allow a series of further ordinary maintenance operations to be carried out inside, necessary to modernize the tunnel. Among these, the creation from scratch of the fire prevention system, a system which the infrastructure had lacked since its inception. This ban occurred, precisely, from 27 November 2018 to 7 January 2019, but the fire prevention system was never built. The tunnel was reopened again on 8 January 2019. After approximately 3 weeks, precisely after 23 days, the aforementioned detachments of debris from the vault occurred, following which the tunnel was closed to traffic for over 40 days and reopened on the 4th. April 2019. The tunnel, after an initial phase of work, was reopened to traffic on 23 December 2023 and was no longer closed to car traffic. At the end of last week, controversy suddenly flared up among the zone administrators. A controversy that has seen a harsh stance taken by some mayors of the towns in the Apennine district of the Dauni Mountains and Campania. At the moment there is still no evidence of any complaints from administrators of the Molise Region. It is learned that 36 mayors would have forwarded a statement to the offices of the Prefecture of Foggia, to the offices of the Ministry of Infrastructure and Transport and to the offices of Anas, Puglia Region Department, through which they would have asked for the convening of a technical table to discuss the adoption of a timetable suitable for identifying, balancing them with the needs of the territory, alternative routes close to the tunnel, to be allocated to the transit of light vehicles and agricultural vehicles.
