For fines, each Como person pays 65 euros a year

Every person from Como – including newborns and octogenarians – paid 65.1 euros in fines for violations of the Highway Code in 2023. An above average figure in our region, but which must be revised based on the massive presence of tourists, although the diligence of controls in our city and a greater ability to collect what is actually due could also play an important role.

The Facile.it website did this on Siope data, the information system of the operations of public bodies, relating to the proceeds deriving from sanctions against families for violations of the highway code in 2023. Como in absolute terms ranks fifth in Lombardy, with almost 5.5 million collected, compared to the 147 million of the first in the ranking, Milan, and the 652 thousand euros of the last (Sondrio). The comparison with our neighbors in Varese is interesting: the city, faced with a population of residents not too different from ours (79 thousand against 84 thousand) spent half as much on fines as us, around 2.8 million, probably precisely because of the different percentages of tourists.

However, in Como the actual collection increased, compared to the previous year, by 24.4%, as certified a couple of months ago by a similar survey published by Sole24Ore, which placed the Municipality of Como in position number 35 in the ranking of Italian cities that have collected the most thanks to fines for infringements of the Highway Code.

If the per capita data is calculated on the basis of takings, Como climbs a position in the Lombardy ranking, placing fourth below Milan, Pavia and Mantua, but even in this case the data is certainly “doped” by the number of fines inflicted on day-trippers and visitors ( many of whom, among other things, escape the notice of tax collectors)

The Facile.it report integrates the data released last June – awaiting the new ones to be published imminently – on the occasion of the local police celebration: 130 thousand fines (130,367 to be precise) the fines raised from 1 June 2022 to 31 May 2023. Of these, approximately 3 thousand were signed by the traffic assistants, and almost half came from failure to comply with the access rules to the limited traffic zone.

In fact, there are as many as 63 thousand fines ascertained by the electronic policeman who monitors the ZTL gates. In practice, more than 5 thousand per month, 175 per day, with an increase of 12.6% compared to the previous year. These are tourists, but also vans that do not respect entry times and methods and are automatically sanctioned by cameras.
