Ata Covid workforce: secretariats in haywire and workers penalised

Regarding the re-contractualization of Pnrr and Agenda Sud school collaborators, a lot of confusion has arisen as not all secretariats have interpreted the various ministerial notes well.

Let’s take a step back.

On April 15, 2024, the contracts of school collaborators ended but on the 14th, through an effort by the Ministry of Education and Merit in the person of Minister Giuseppe Valditara, we learned that part of the money needed to extend these workers from April 16th was found to 30 June, therefore through the first “useful provision” in the Agenda, on 30 April the government launched the Cohesion Decree where the “extension” of the school collaborators Pnrr and Agenda Sud was inserted.

There can be no question of an extension as the contract expired on April 15th.

The Mim note published on the Mim website speaks of a new contract for the same people from 2 May to 15 June.

After several reminders, finally on May 2nd around 12pm the note arrived at the schools, sending the secretariats, DS and DSGA into a tailspin because according to them the note was not clear and to avoid making mistakes they wanted to wait for publication in the Official Journal.

The additional ATA Ex-Covid organic committee, having had direct and personal discussions with the Honorable Sasso, immediately proceeded to report the problem, inviting the Honorable to send a new, more detailed note to the schools.

So the new note arrived at schools a few hours after the first and clarifies several points:

✔Contracts can be entered as early as yesterday 2 May on SIDI

✔ The contracts will expire on June 15, 2024

✔The contracts are NOT retroactive (for this reason an amendment will be presented)

✔ The contracts are intended for the same people “fired” on April 15th (except in case of renunciation)

✔In case of withdrawal, the school can reconvene by drawing from the III Band rankings

But despite this, some Secretariats have not yet renewed their contracts!

It is incredible how a ministerial note can give space to free interpretation by highly specialized figures such as administrators, DS and DSGA.

The negative aspect of this whole story is that workers are losing days of service useful for reaching 24 months.

We hope that light will be shed on this story and that a solution can be found as soon as possible so as not to penalize these temporary school workers!
