“This morning – the opposition councilor then takes stock – the first operational session of the commission of inquiry into the flooding of last autumn was held and I proposed various solutions and proposals and requested targeted in-depth analyses – states Massimiliano Baldini – First of all, I pointed out and asked that the weather conditions of those days should be considered as a single adverse atmospheric flood event that goes from October 29 to November 4, therefore also including what happened in Lucca, Versilia, Pisa and Massa – continues the Councilor – In fact, it should be noted that, after a series of yellow code bulletins followed by weather events with cumulative rainfall of approximately 40/50 mm for day 29, it appears that the alert sequence was then as follows:
Wednesday 1 November at 1.14 pm: a weather bulletin was issued with an orange criticality warning for “hydrogeological and minor network” for the Bisenzio valley and yellow for the Mugello, valid for the entire evening of 2 November; Thursday 2 November at 12.52 pm: orange criticality warning for “hydrogeological and minor network” and for the main network for the Bisenzio valley and yellow for the Mugello valid from 3 pm on 2 November to 6 pm on 3 November” specifies the Lega representative.

“Today – he continues to inform – I then asked to add and/or specify among the investigative objectives of the commission’s work the following specific points: structure and operation of the offices responsible for forecasts and the indication of alerts on the territory; role of the Functional Center and organization of the decision-making chain;
alert scenarios and related actions to be implemented in the face of each of these events; executors and costs; methods of identifying extremely urgent works and the line of demarcation between the nature of those of mere restoration and those of regular arrangement; distinction of the role, tasks and responsibilities of the President of the Region as commissioner delegated for the emergency from those of the President of the Region as commissioner of Civil Protection and also from the additional ones of the President of the Region as commissioner for the implementation of all interventions to mitigate hydrogeological risk; as well as the methods of managing financial resources in the three hypotheses and current availability” underlines the representative of the League.
“Finally – the councilor concludes -, regarding the order of the hearings, I proposed to insert, after that of the president of the Region and the councilor for the Environment, the hearing of the entire regional structure of the Functional Center, that of Civil Protection and that which deals with supporting the president as commissioner for the implementation of risk mitigation interventions.
