Pharmacy digitization contribution – LR. 13/2023, art. 8, paragraphs 21-24 and subsequent amendments

The regional law of 10 August 2023, n. 13 (Budget adjustment for the years 2023-2025), in article 8, paragraphs 21 to 24 and subsequent amendments, has provided for a one-off lump sum contribution to cover the expenses incurred for the digitalisation processes for pharmacies open to the public , affiliated with the regional health service.
The contribution amounts to a total of 1,500,000 euros, at a rate of 250,000 euros for the year 2023 and 625,000 euros for each of the years 2024 and 2025, and does not require a specific request from the individual beneficiaries.
In order to proceed with the disbursement of the contribution, the trade associations communicate, by May 31st of each year of validity of the Agreement, the list updated to 30 April of the pharmaceutical offices, authorized and identified by the Regional Pharmacy Code (CRF) which, as such, are entitled to the contribution for the reference year. This list is preparatory to the adoption of the subsequent act of distribution of the annual quota.
The contribution is granted in compliance with the conditions and limits established by Regulation (EU) no. 2023/2831 of the Commission, of 13 December 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the Union to “de minimis” aid and therefore each beneficiary pharmacy is required to complete the specific declaration .
With a view to simplification and progressive digitalisation of administrative procedures, from the year 2024 the collection of the documents necessary for the disbursement of the contribution (de minimis declaration and payment methods) takes place via the “Online Requests” platform accessible at the following links:

Each pharmacy, after logging in with the identification methods indicated by the platform (SPID, CIE, CNS/CRS), proceeds to fill in the required fields following the guided procedure.

For the 2024 contribution, the platform will be open and available for completing the forms online from 20 June to 10 August 2024.

Please note that the contributions in question entail the publication obligations set out in paragraph 125 bis of Law 124/2017 to be borne by the beneficiaries, as they fall within grants, subsidies, advantages, contributions or aid, in cash or in kind, not having of a general nature and devoid of a remunerative, remunerative or compensatory nature, provided by public administrations. In order not to incur the sanctions provided for in paragraph 125 ter, it is recommended to remind the beneficiary pharmacies to fulfill the obligation to publish the amounts and information relating to the contribution in question in the notes to the financial statements by 30 June of year following the year in which the contribution was received.
