Three articles. The first on the extension of military aid to Ukraine with “priority for those logistics, healthcare, civil and protection purposes from air, missile, drone and cyber attacks, in favor of the government authorities of Ukraine”. The second to protect the journalists freelancers who work on site who will be able to have a public financing of 60 thousand euros for training and insurance coverage for working in Ukraine. The third on the timing of entry into force. This is the content of decree Ukraine which will be approved by the Council of Ministers on Monday 29 December after the agreement reached between the prime minister Giorgia Meloni e Matteo Salvini who in recent weeks had threatened not to vote on the decree if the sharp extension of military aid for Kiev in 2026 was resubmitted.
The text of the decree, which The Fact can anticipate, is the result of compromise between the League and the Brothers of Italy who have worked for a long time in recent days to refine every single word of the measure. Until the agreement signed between the leaders confirmed on Sunday by the Minister of Defense Guido Crosetto. Satisfaction filters through the League for the new provision, which has changed compared to the initial text.
The premise contains some requests from the Northern League, starting from the need to support the diplomatic solution to the conflict even if there are no references to the American president’s plan Donald Trump. First of all, it is believed that “the need and urgency, connected to the continuation of the serious conflict underway in Ukraine, is persistent to extend, until 31 December 2026, subject to an act of direction from the Chambers, the authorization for the transfer of military vehicles, materials and equipment to the government authorities of Ukraine (…) as well as to authorize support interventions for assistance activities to the population concerned”. The government also underlines in the introduction the importance “of the efforts underway at an international level to achieve a solution to the conflict.”
The most significant innovation concerns article 1 which does not only contain the dry extension of military aid to Ukraine for the whole of 2026. In fact, the League has had an addition inserted: “priority” is given to aid “for logistics, healthcare, civilian use and protection from air, missile, drone and cyber attacks, in favor of the government authorities of Ukraine”. An aside that serves to satisfy the Carroccio who had asked for a reference to the character “defensive” of the weapons to be sent.
Furthermore i residence permits of Ukrainian citizens can be renewed until 4 March 2027. The second article, however, inserts the obligation for freelance journalists working in the field to have adequate training and health coverage. For this reason, each publisher can request funding from the information and publishing department of Palazzo Chigi of 60,000 euros, while the fund will be 600 thousand euros for 2026.
The decree will be approved on Monday 29th in the last Council of Ministers of the year after weeks of tensions and negotiations between the Brothers of Italy and the League which had requested discontinuity to vote for it. In January, when work resumes, Defense Minister Crosetto will instead appear before the Chambers for the related communications.
