Yes to trust, green light to the 22 billion euro maneuver: here are all the news for 2026

The budget maneuver, among the smallest and most discussed in recent years, has reached the finish line. On Monday evening the Chamber of Deputies voted with confidence
placed by the government on the maxi-amendment which summarizes the measures. The votes in favor were 219, those against were 125 (and 3 abstentions). The process will end on Tuesday 30 December with the final vote of the House on the measure.

BUSINESSES

1) What benefits does the production sector obtain with the maneuver?
The measures in favor of businesses were included in the budget at the last minute, with a government amendment partly financed by other businesses, the insurance ones, and by a small generalized increase in taxes. Approximately 3.5 billion euros are allocated for the manufacturing sector in ’26. The insurance companies will pay an advance of 1.3 billion, the tax revenue expected from the tax tightening on all companies is worth around one billion.

2) What are the major incentives?
The increase in allocations for investments in the Industry 4.0 plan, the hyper-depreciation on those made between ’26 and 30/9/’28, the refinancing of the Single Zes for the South, which is worth 2.3 billion in ’26 on investments already made by companies, and is extended until ’28. Then there is an increase in depreciation for assets functional to the digital transformation, worth 240 million in ’26, 800 in ’27 and 1.5 billion in ’28, the refinancing of the Nuova Sabatini for 250 and then 450 million, of the Development Contracts for 250 million and various funds for internationalization and tourism.

3) What taxes will increase?
Those on capital gains, for 500 million, the revaluation of land and shareholdings, for 240, and there is an extension to free the reserves in tax suspension which is worth 400. (Mario Sensini)

TAX

1) How does Irpef change?
The rate drops from 35% to 33% for incomes up to 50 thousand euros, with the remodulation of deductions above 200 thousand euros.

2) Will there be a new scrapping?
Yes. The fifth scrapping will be for outstanding debts from the period 1 January 2000 to 31 December 2023 and with up to 54 bimonthly installments of at least 100 euros.

3) What are the tax breaks for contracts?
For contract renewals – including 2024 – a flat tax of 5% on increases is foreseen, but only for incomes up to 33 thousand euros. Productivity bonuses are taxed at 1%.

4) What is expected for women?
The mother bonus rises to 60 euros per month, but only for working mothers with an annual ISEE of up to 40 thousand euros and at least two children (and the youngest under 10 years old). Contribution exemption is provided for 24 months for the hiring of workers with at least 3 children. Optional parental leave extends to children’s 14 years of age and doubles sick leave for children to 10 days.

5) Do the ISEE calculations for families change?
The equivalence scale goes to 0.1 with two children; 0.25 in the case of three children; 0.40 with 4 children and 0.55 with at least 5 children.

6) Is there any news for the self-employed?
From 2026, it will be mandatory to pay a withholding tax of 1% to the tax authorities on invoices between businesses and professionals. (Claudia Voltattorni)

WORK

1) Will you retire later?
Yes. Although the Budget law dilutes the adjustment of the retirement age to life expectancy into two years, it will exist. No longer all at once, in 2027, with the three-month increase foreseen by current regulations. But in two years precisely: one more month from 2027 and another two months from 2028. This means that to retire in old age it will take 67 years and one month in 2027 and 67 years and three months in 2028. Similarly, to retire early it will take 42 years and 11 months for men in 2027 and 43 years and one month in 2028 while for women year less to which the three-month “window” must be added, i.e. the waiting period between the maturation of the requirement and the starting date of the grant.

2) Does the squeeze also affect younger workers?
Yes, because the government, in order to find resources, has canceled an important innovation that it had introduced with last year’s budget: the possibility for workers who are entirely in the contributory system (they began to pay contributions after 1995) to accumulate contributions to the INPS with the income accrued from supplementary pension funds in order to reach the minimum pension amount (3 times the social allowance, i.e. 1,616 euros per month, which will rise to 3.2 times from 2030) which allows you to leave your job at 64 instead of 67.

3) Is there any other news that affects young workers?
Yes. They concern supplementary pension provision. From next July 1st, those who are hired for the first time will see their severance pay automatically end up in the category’s supplementary pension fund, unless, within 60 days of hiring, they explicitly choose to keep the severance pay in its original function: the severance pay that is paid upon retirement. CASA

1) What are the new developments for the home in 2026 contained in the budget?
One of the most important news on the house concerns the exclusion of the first home from the ISEE calculation: the maximum cadastral value threshold rises to 91,500 euros (from 52,500) increased by 2,500 euros for each cohabiting child from the second onwards. The deductible rises to 120 thousand euros in the case of families residing in the municipalities of the 14 metropolitan cities.

2) Does the exclusion of the first house apply to all measures?
No, the exemption is valid only for some measures such as the single allowance, the inclusion allowance, newborn bonuses, nursery vouchers and training incentives.

3) Are there still bonuses for renovating homes?
Yes, the renovation bonuses are maintained at 50% for the first home and 36% for the second onwards throughout 2026: from 2027 it will also drop to 36% for the first home. The earthquake bonus and the furniture and appliances bonus of 50% have also been extended for 2026, the latter with a maximum ceiling of 5 thousand euros and only connected to renovation works.

4) Do the flat rates for short-term rentals change?
The dry coupon for the short-term rental of the first home remains at 21%. Also confirmed is the 26% rate for second homes rented for less than 30 days. The news comes from the third property onwards: the tax regime becomes business income. Until now it started from the fifth house rented for less than 30 days.

5) Are there funds for the Home Plan?
200 million are allocated for the housing plan, of which 100 for 2026.

6) What help for separated fathers?
In 2026 there are 20 million euros to help separated fathers to have a home, but only with children under 21 and without an assigned family home. (Claudia Voltattorni)
