“A first important step has been taken towards the dissemination, pooling and replication in other Regions of the anti-mafia prevention system in public procurement operating in Friuli Venezia Giulia. This tool will allow the business world and the entire e-procurement system to safeguard the economic interests of the sector, preventing and dissuading crime and facilitating controls on construction sites and public works and allowing to shorten times and simplify procedures”.
This was said this morning by the regional councilor for Heritage and Information Systems, Sebastiano Callari, on the sidelines of a meeting in Catanzaro with the president of the Calabria Region Roberto Occhiuto, the councilor for Digital Transition Filippo Pietropaolo and the technical representatives of the Administration, in which the Dike Fvg project and the Giga Fvg application were illustrated, the IT solution created by Insiel and based on the memorandum of understanding between the Friuli Venezia Giulia Region, the Prefecture of Trieste and the Fvg anti-mafia investigative directorate. The objective is to reach the signature of an agreement that allows the Calabria Region to replicate the model implemented in recent months in Friuli Venezia Giulia. Councilor Callari – accompanied by the sole director of Insiel Spa, Diego Antonini – met with the representatives of the Calabria Region and the representatives of the Calabrian Dia precisely to present GIGA FVG, the new IT tool that digitizes control and verification activities on construction sites and on the data entered by contracting authorities and economic operators. “The IT solution – underlined Callari – of our Region is the first created and implemented in Italy and allows us to implement actions for the prevention of corruption and anti-mafia monitoring of construction sites on a large scale, minimizing the risk of blocking activities and putting system strategies and targeted actions. To make the solution operational and adaptable also by the Calabria Region – highlighted the representative of the Fvg regional council – some operational and political steps will be necessary which will lead to the signing of a memorandum of understanding which will allow the replication of the solution “made in Fvg “also in Calabria”.
The Giga Fvg eAppalti platform represents a control system through an App capable of digitizing the operations carried out during on-site checks also through the abandonment of paper and the compilation of survey forms using mobile devices. “The new IT system – as highlighted by Councilor Callari for the Calabria Region – is able to respond to the management and control needs of contracts, from the publication phase of the tender to the delivery of the work. It significantly reduces the times of control operations on construction sites, thus avoiding the blocking of works and safeguarding the economic activity of companies. Furthermore, the system allows us to reduce by approximately a third the law enforcement personnel needed for these tasks, freeing up operators for other operations and investigations”.
