TRIESTE – Good and bad news. Only the bad one risks definitively throwing two territories into a tailspin which together make up 80 percent of the regional surface area and approximately 800 thousand inhabitants. The transfers of migrants from Friuli Venezia Giulia to other less difficult regions, in fact, will for now only concern the province of Trieste. With the serious risk that the territories of Udine and Pordenone will collapse in a short time.
THE KNOT
The good news, in fact, concerns the start of transfers. And it’s a matter of days. After Fedriga’s announcement, confirmation from circles close to the Prefectures. But the issue risks obscuring this good news. Yes, because the transfers of asylum seekers will only start from Trieste. It is true that this is the geographical area of the region most under pressure, but equally so is the fact that precisely because of the Trieste tilt, provinces such as Udine and Pordenone have almost reached the maximum reception threshold. And at the moment there are no escape valves for them towards other regions of the country. This is a fact that displeases everyone: from mayors to prefectures. In Western Friuli alone, i.e. the furthest point from the border with Slovenia and therefore from the Balkan Route, around 700 migrants are currently hosted. An altitude extremely and dangerously close to the maximum one.
More than double (the Ukrainians fleeing the war are included, but in this case it is a residual figure) are the migrants welcomed by the province of Udine, that is, the one which will risk the greatest collapse if it does not undertake the same path “offered” to Trieste territory. In Central Friuli, in fact, a total of 1,502 people have been welcomed. 540 people are crammed inside the former Cavarzerani barracks. In total, in the provincial capital alone, there are 837 migrants.
THE DECISIONS
And on the horizon there is a new acceleration in the creation of a hotspot in the region. Yesterday, in fact, the Council of Ministers approved the new package of rules on immigration. The decree provides for the allocation of 18 million euros for hotspots as early as 2023 and a much larger sum – 250 million euros – for next year. Money that will mainly be used for the renovation of former military sites now abandoned to be transformed into centers for the reception and repatriation of illegal entries into our country. Jalmicco hypothesis gone? Not exactly. In fact, in the last few hours, a return of the Palmanova option is making its way. The hamlet of Jalmicco, with the former Lago barracks, is not among the “isolated places” that the decree would favor, but it would have the perfect logistical and traffic characteristics for transformation into a hotspot, even if the decision has not yet been taken .

THE REACTIONS
“In Udine the migrant situation is already worrying – said Forzista Novelli – all that is needed is widespread reception to be activated to worsen it and make it explosive”. Roberto Novelli, regional councilor of Forza Italia, defines it as “pure self-harm to propose widespread acceptance to handle an extremely delicate matter that requires severe and firm interventions”. The only measure in which the right is capable emerged from the CDM: propaganda. Instead of helping Municipalities in serious trouble, another flurry of announcements are made: this Government claims to be the cure for the virus it spreads. And once again the lands touched by the Balkan route are abandoned, where hundreds sleep on the streets”, declares the leader of the PD group in the EU Policies Committee in the Senate, Tatjana Rojc.
