“There is a recovery plan to pay off debts”

The land of the ASP Vittorio Emanuele II cleaned of waste and weeds

Small but steady steps forward to resolve the tangled situation of the Vittorio Emanuele II personal services company in Trani. Daniele Santoro, who has been the extraordinary commissioner of the nursing home since November 2022, is coordinating the activities. Since then, on behalf of the Puglia region, he has been trying to unravel the complicated situation, between the management of movable and immovable assets and above all to repay an initial debt situation of almost 1 million and 800 thousand euros. Ten in total are the real estate assets owned by the institution, including buildings, land and premises, as well as an apartment and a villa.

The inherited situation

“When I received the mandate – Santoro recalls – I immediately got to work to understand the real problems of the institution that did not have economic assets, but only real estate. There were no regulations and the last budget dated back to 2014. So I wrote new regulations, approved by the Welfare Department of the Puglia Region, to start with a rebirth plan. After the first renewal, in March 2024 I was reconfirmed to complete the initial projects”.

On July 1st, the remediation activities of one of the lands owned by the institution, in the Capirro I area, took place. The operations, in collaboration with Arif Puglia, will prevent the development of any fires also in the neighboring lands. As mentioned above, the ASP also owns several properties, some of which will be put up for sale.

The target

It is to obtain revenues that will allow us to pay off debts and start thinking in a timely manner about long-term planning. “For the available assets,” says Santoro, “we have started the procedure for the sale. In a few days the auction for three properties will start. Later we will proceed with the other properties.”

The squatters

In some of these, however, seven families live for whom eviction has been requested. “In 2017, following an agreement signed between the Municipality of Trani and the former Asp commissioner – Santoro recalls – they began to live in these properties with an authorization that should have been temporary, with a view to definitive accommodation in other homes. To date, however, the families are still inside the buildings. I hope that the Municipality can find suitable accommodation for them”.

Instead, for the structure on Via Cappuccini, home to the former nursing home, we will proceed with participation in the regional public notice Inte.R.SS.eca for the construction or modernization of social and socio-assistance structures. “If we manage to obtain the financing – concludes Santoro – the structure will be transformed into a day center and a night center”.
