There are many symbols of the new Naples that is trying to emerge, and that is emerging, in these months of the Neapolitan renaissance. From the delivery of important infrastructure works such as the metro line 6, which will be activated soon, or the Monte Echia elevator, to investments for Bagnoli of over 1.2 billion, passing through the works in progress for the redevelopment of the Eastern and Northern suburbs and Palazzo Fuga. And it is precisely by remaining on the subject of the recovery of legality that one can identify one of the most concrete signs of the new Naples: we are talking about the waterfront freed from the irregularities of which, for decades, the kiosks were protagonists. Of the 19 businesses between via Nazario Sauro and Largo Sermoneta, “none are regular”to use the words of the city councilor for Security Antonio De Iesu. Until the day before yesterday, in less than a month, 10 kiosks had been closed: more than half of the businesses that, despite various “administrative and criminal” breaches, had been around for ages. And yesterday there was a new raid, the third in three weeks. Another 7 seizures, carried out by the local police, state police, financial police, carabinieri, ABC and Enel teams. Only 2 out of 19 kiosks remained without seals: they were closed at the time of the checks.

The abuses

Dozens and dozens of plastic chairs, overlooking the Gulf and Vesuvius, have been rampant for decades in one of the most exclusive locations in the entire South of Italy in via Nazario Sauro and in other very precious points of the seafront protected by the Superintendence. Yet, the activities lacked regular authorizations, as clearly specified, and in various circumstances, by the institutions. The seizures, as can be read in the notes from Palazzo San Giacomo, came “both for illegal building”, since the kiosks were “anchored to the ground”. And “for illegal occupation of public land”. In addition, the kiosks lacked authorization for trading in a fixed location. As already mentioned, the agents are working on the initiative of the judiciary, in particular the environment and territory pool and the additional prosecutor Antonio Ricci. The non-compliances of the kiosks found by the police are of various nature: criminal (illegal discharges by some managers) and administrative (the concessions, in many cases, date back a long time and lack an updated ratification). A scenario of abuse, on the seafront, but also of violence. It should be remembered that the mobilization of the institutions takes its cue from the very serious episodes of spring ’23: the kiosks of Mergellina had become the home of the clans’ nightlife and drug dealing. Here, in March of last year, the innocent man found death Francis Pius Maimone. A few days later, the boss also died Antonio Gaetano Biscuitshot dead right in front of the kiosks.

The kiosks “will not reopen”. On this point the councilor Anthony De Jesus is very clear: “On that side of the seafront there is no authorization for fixed or itinerant trade.” “These kiosks will remain closed for the entire summer, and not only that – is the reasoning of the councilor – The possibility of regularizing the activities does not exist at the moment. A plan for the localization of the kiosks would be needed at the municipal level, and this plan does not exist. Not only do some managers commit building violations, but none of them have the authorization to operate in a fixed location. Even in the event of a possible release, these activities will not be able to operate as they have done up to now on the seafront. Commercial activity, even itinerant, is prohibited on the seafront. And in this sense we will also check all the pubs and itinerant kiosks in Rotonda Diaz and the surrounding area. The administration is naturally sensitive to the needs of families and the economic conditions of workers, but at the same time our line of action, in agreement with the Prosecutor’s Office, is to restore the conditions of legality along the entire seafront, which is subject to stringent landscape constraints. These raids follow huge tragedies, which occurred close to the kiosks, which have become attractions for criminal groups, such as the death of the innocent Francesco Pio Maimone”. “During the operation – adds the general Ciro Espositocommander of the municipal police – no illegal discharges were found. In addition to the seizure, there is a fine, which is 5 thousand euros for each kiosk caught without a regular authorization”.
