PERUGIA – More training and better coordination, a single emergency number and two provincial operations rooms in Perugia and Terni. These are some of the changes to regional law number 1 of 2005 on “Regulations on local police” that the legislative assembly is working on, with the First Commission having approved the proposed amendment by majority vote. The proposal was signed by the president of the commission Daniele Nicchi (FdI), together with Stefano Pastorelli (Forza Italia), Paola Fioroni, Daniele Carissimi, Eugenio Rondini (Lega), Eleonora Pace (FdI). Before the final green light to the act, the commissioners approved an amendment, presented by Nicchi, which collects the indications received during the process of the measure. In fact, the proposed law, as a note from the legislative assembly recalls, has been the subject of numerous hearings and careful analysis by the offices of Palazzo Cesaroni.

The law aims to promote and incentivize the joint exercise of local police functions, focusing on training and professional development, “with the aim of responding as best as possible to the needs expressed by local authorities”. Training courses are also planned, lasting three months, corresponding to the probationary period of new hires, with an internship to be completed in the administrations to which they belong. For the joint exercise of local police functions, the note explains, the text introduces a minimum tenure of 5 years. Furthermore, it provides for the establishment of a single emergency telephone number and the activation of a regional radio bridge for local police, making use of existing structures. The measure also aims to activate two provincial operations rooms at the operations rooms of the local police command of the Municipality of Perugia and that of Terni “which will provide support to ordinary services and coordinate services carried out outside the territorial scope”. It is also expected that operational models and uniform forms will be adopted at regional level and that external supervision can be carried out by at least two operators.
“Eighteen years after the promulgation of this law, we wanted to propose some important additions to the original text,” commented President Nicchi at the end of the meeting, “in order to re-establish a more coordinated and homogeneous management of the functions, tasks and responsibilities of the local police.”
