Reform of the Local Police in Umbria: Amendment to the Regional Law ‘1/2005’ approved

July 1, 2024 marks an important day for the Local Police in Umbria. The First Commission of the Legislative Assembly of Umbria, under the leadership of President Daniele Nicchi, has given its assent to the bill that aims to amend the regional law ‘1/2005’, a law that regulates the Local Police. This bill was signed by a number of councilors, including Daniele Nicchi (FdI), Stefano Pastorelli (Forza Italia), Paola Fioroni, Daniele Carissimi, Eugenio Rondini (Lega), and Eleonora Pace (FdI).

Before the final approval of the law, the commissioners gave their consent to an amendment, presented by President Nicchi. This amendment incorporates the indications received during the process of the measure. The bill was subjected to numerous hearings and detailed analysis by the offices of Palazzo Cesaroni.

The main objective of the law is to promote and incentivize the associated exercise of Local Police functions. Attention is focused on training and professional updating, with the aim of best responding to the needs expressed by local authorities. For the associated exercise of Local Police functions, the law introduces a minimum stay of 5 years.

The law also provides for the establishment of a single emergency telephone number and the activation of a regional radio bridge for local police forces, using existing structures. The measure aims to activate two provincial operations rooms at the operations rooms of the local police command of the Municipality of Perugia and that of Terni. These operations rooms will provide support to ordinary services and coordinate services carried out outside the territorial scope.

The law provides for the adoption of operational models and uniform forms at regional level. Furthermore, it establishes that external supervision can be carried out by at least two operators. Training courses are also provided, lasting three months, corresponding to the probationary period of new hires, with an internship to be completed in the administrations to which they belong.

At the end of the work, President Nicchi highlighted that “eighteen years after the promulgation of this law we wanted to propose some important additions to the original text in order to re-establish a more coordinated and homogeneous management of the functions, tasks and responsibilities of the Local police”.
