They stole the identities of the young people who had just turned 18 by pretending to be employees of municipal registry offices, “facilitators” of the procedure for the Culture Bonus, and used the data by illegally accessing the APP18 by preparing false purchase vouchers. So they activated a SPID with the real details of the young people but with a provider different from the provider of the Spid service activated by the young people, and made purchases from complicit companies. The Carabinieri discovered this in an investigation conducted by the Trieste Prosecutor’s Office.
They have been discovered 620 cases throughout Italy but the number is increasing. The scam is around 300 thousand euros.
The orders for services and materials were subsequently validated by the company appointed by the Ministry which, misled, arranged the transfers, made to a current account of a Trieste bank, with the simultaneous exhaustion of the 500 euro bonuses due to the legitimate owners deceived. The total sum transferred to the current account is approximately 300 thousand euros.
